According to the Deputy Minister of Housing and Construction, the methods of securing land in the National Housing Movement include the following:

Government lands with residential use located within the city limits, including lands belonging to the Ministry of Roads and Urban Development or other government agencies that must be transferred to the Ministry of Roads and Urban Development in implementation of Article 6 of the Organizing Law or Article 10 of the Housing Production Leap Law. Lands located in worn-out areas are given priority.

Also, lands at the disposal of executive bodies and institutions in agreement with the Ministry of Roads and Urban Development, rehabilitation of dilapidated urban structures and informal settlements, new cities, new residential settlements and use of lands with land preparation plan, use of government land capacity with non-residential use within cities Subject to the approval of land use change in the relevant authorities, the use of land with related use or changeable use of the private sector and public non-governmental institutions based on agreement with the agencies in charge of implementing the national action plan and after approval of land use change plan in the relevant authorities, exchange of residential land Non-governmental organizations located within the boundaries of cities with government lands with any use are another part of the methods of securing the lands of the National Housing Movement.

Purchase of suitable non-governmental lands located within the city limits if the provision of land through the above solutions is not possible at the discretion of the General Administration and with the approval of the National Land and Housing Organization. Proper government lands annexed to the approved area of ​​the city with the approval of the relevant authorities, and government lands located within the city limits or suitable lands for the construction of residential settlements, are other methods that have been assigned to provide lands in the implementation of the national housing movement to the provinces. .
