The exact reason for the low turnout in the National Housing Movement units is not yet fully understood, but it is likely that the removal of some people in the National Housing who did not qualify for the five conditions prevented applicants from registering for the new project. Another reason for the low demand can be related to the amount of installments of this plan. The target population was the housing leap units, workers, and the lower deciles of society, and national housing was designed for the middle class. However, paying installments of three to seven million tomans cannot be afforded by the lower deciles.
