New central bank measures to support exporters

In order to accompany and assist economic actors and exporters in the year of production, support and dismantling, the Central Bank announced the approval of the recent meeting of the committee subject to Article (2) on January 19, 2014 to the relevant executive bodies for implementation.

According to the public relations of the Central Bank, the summary of the above-mentioned decree is as follows:

1- Exporters to Iraq and Afghanistan in the period from April 12, 2016 to August 7, 2016, who have not yet registered their export license information in the comprehensive trade system, will have until the end of 1400 to register information in the comprehensive system. Trade action.

2- Other exporters in 1397, except the exporters mentioned in the mentioned paragraph (paragraph 1), were given a deadline until the end of this year to refer to the Trade Development Organization and submit a request with documents and with the approval of the relevant committee, to upgrade Accelerate the return of currency to the economic cycle.

3- Exporters who have sold their goods in Rials to countries other than Iraq and Afghanistan in the period from April 12, 2016 to August 7, 2016, can submit documents to the Secretariat of the Foreign Exchange Action Committee with the approval of the Committee and registration of information. Sell ​​their rials in the comprehensive trading system, in accordance with the registration, to improve the ratio of fulfilling their obligations.

4- Exporters of 1398 and 1399, until the end of 1400, are allowed to accelerate and take action to increase the percentage of return of currency to the economic cycle with one or a combination of various methods and remove the relevant restrictions.

5- Exporters with foreign exchange obligations in 1397 who have registered an order before the announcement of the list of commodity priorities of the Ministry of Silence for import versus export, if the application and documents are submitted to the Secretariat of the Foreign Exchange Action Committee located in the Trade Development Organization and approved by the committee. They are allowed to fulfill foreign exchange obligations from the place of export of the mentioned year to the extent of unfulfilled foreign exchange obligations in 1397.

6- In order to solve the problems of exporters with unfulfilled foreign exchange obligations of less than five thousand Euros, this group of exporters are exempted from the fulfillment of foreign exchange obligations up to the mentioned amount until the date of notification of this decree (January 28, 1400).

7- Selling goods of exporters of goods to Iraq in Rials for the purpose of reconstruction of Atbat-e-Aliat (contract party of Atbat-e-Aliat Reconstruction Headquarters or companies approved by the headquarters) at the rate approved by Atbat Headquarters and Foreign Exchange Action Committee by registering relevant information in the comprehensive trade system. If necessary, it is subject to the fulfillment of export currency obligations.

8- In cases where the transfer and sale of export licenses to importers has not led to the transfer of currency and imports, after raising the issue in the Foreign Exchange Action Committee, approve it and notify the Tax Affairs Organization for appropriate measures, in exchange for creating an obligation. The corresponding foreign currency for the exporter is deducted from the foreign exchange obligations of the importer.
