Parliament voted to import foreign cars

According to Tejarat News, the deputies in today’s (Wednesday, September 15) public session of the Islamic Consultative Assembly with 172 votes in favor, 38 votes against and 3 abstentions from a total of 243 deputies present in public with the amendments of the Industries and Mines Commission in Article 4 of the Industry Organization Plan. Khodro agreed to import the car in order to obtain the opinion of the Guardian Council.

Article 4 is amended as follows: Any natural or legal person may, in exchange for the export of automobiles or auto parts or other goods or services related to various propulsion industries, or by importing without transfer of currency, import all or two electric vehicles. Power (hybrid) or import of gasoline or gas burning vehicle with energy label b (b) and above or with a safety index of three stars or higher based on valid standard certificates, equivalent to its export value.

Note 1- The import of the subject of this article should not create any new foreign exchange obligation for the country.

Note 2- The ceiling of the number of authorized imported cars is determined once every six months by the Competition Council based on the amount of supply shortage in relation to the effective demand for passenger cars during the past year.

Note 3- Restricting, having a dealership or providing after-sales services is prohibited only from foreign automakers. Other relevant regulations are determined by the Ministry of Industry, Mines and Trade.

Note 4- Re-importation of exported items subject to this article is prohibited and is considered as smuggled goods.

Note 5- The import of used cars within the framework of this article is permitted, provided that more than 3 years have not passed from the date of their production. Other relevant technical regulations are determined by the Ministry of Industry, Mines and Trade.

According to this report, Seyyed Mostafa Aghamirsalim, citing Article 110 of the Constitution and policies to strengthen production and support it, said: Last Monday, the Expediency Council also opposed this issue; According to this amendment, even the import of ordinary gas-powered vehicles has been released.

Referring to measures to produce a hybrid car in the country, he added: “If imports are made according to the plan, domestic production will be prevented and may even discourage young people who have worked in this field.”

Ruhollah Izadkhah, a member of the Industries and Mines Commission in defense of the commission’s reforms in the plan to reorganize the automobile industry, said: “In recent days, issues such as liberalizing car imports have been raised in the media, but this is not the case.” It is inside to get out of the current ambiguous and problematic situation.

The representative of the people of Tehran, Rey, Shemiranat, Islamshahr and Pardis in the Islamic Consultative Assembly continued: According to the Statistics Center of Iran, in the last 15 years, a total of less than 700,000 cars have entered the country, while domestic production is more than 15 million units. Car imports covered less than 5% of market demand, and in terms of imports, this amount was less than 3% of the country’s total imports.

He stated that the approval of the commission’s amendments on the plan to organize the car market has a psychological effect on the market, adding that foreign cars in the country have now reached 8 times the world rate, for example, a car worth 400 million rials abroad. The country sells more than 3 billion because there are no rules and regulations for car imports.

The representative of the people in the 11th parliament, stating that the commission has taken into account the shortcomings of the Guardian Council in its reforms, clarified: the import of cars has a ceiling in these reforms, this ceiling is enough to compensate for the supply shortage.

The member of the Industries and Mines Committee of the parliament, stating that the Competition Council determines the ceiling of car competition once every 6 months, continued: In this amendment, an attempt has been made to increase domestic production. The government should create and export currency or foreign currency should be used for import.

Izadkhah pointed out that according to statistics, about $ 20 million is with families and individuals, which should be used to help the industry instead of using this resource to buy apartments in Turkey. In this regard, he has visited many production bases and units.

Izadkhah clarified about the words of the Minister of Industry, Mines and Trade that we have no plans to import cars: This statement is true because the said ministry is the Ministry of Production and production should be increased and it is planned to produce 100,000 cars in 6 months. Increase.

He added: “We tried to adjust the import with the benefit that the market is not inflamed and has a positive effect on the market so that foreign cars are not traded 7 times the real value.”
