Strengths and weaknesses of the budget bill, according to the Research Center

According to the economic correspondent of Fars News Agency, the Parliamentary Research Center in a report examined the dimensions of the 1401 budget bill.

In this report, he discusses the strengths and figures of the first financial document of the 13th government and considers the reduction of the budget deficit and the reform of foreign exchange policy as positive points.

The report states: ‌

* Strengths of the bill

1- Reducing the possible unsecured budget deficit

2- Increasing the share of credits for the acquisition of construction capital assets from the public budget

3- Controlling the growth of the share of salaries and wages from the public budget

4- Gradual increase of salaries

5- Reforming the preferential currency policy

In the expenditure section, 120,000 billion tomans have been allocated for the state pension fund, 75,000 billion tomans for the Social Security Organization of the Armed Forces, and 134,000 billion tomans for employee insurance premiums and other items. What the government pays as wages or compensation for government employees will be 279 thousand billion tomans.

* Budget weaknesses

1- Inadequacy of resources allocated to supportive policies and compensation for preferential exchange rate policy reform

2- Overestimation of tax revenues

3- Elimination of some correctional and disciplinary provisions in the field of state-owned companies

4- Lack of a clear rule and the same procedure in determining the main and subsidiary devices

5 – Lack of a clear and efficient model in the use of resources allocated to create economic growth, inadequate mechanisms

6- Proposing the establishment of a fund for progress and justice in Iran and the need to reform it

* Changes in budgeting practices

Transfer some tables and budget bill information to additional information file such as:

1- Budget of affiliated devices

2- Credits transferred to Tables 7 and 10

3- Credits of executive bodies according to cost seasons

4- List of capital assets acquisition plans licensed under Article 23

5- Credits of affiliated educational and research units

6- Reducing the number of devices in Table 7 of the bill to 50 devices and presenting the list of affiliated devices to 434 devices and presenting the list of educational and research units to 330 rows and deleting 287 rows compared to the budget law of 1400

7- Connecting the credit allocation of the device to the realization of the resources that are the responsibility of the device.

Also, in the miscellaneous table of the end-of-service bonus bill for retirees, 22.6 thousand billion Tomans, the implementation of the teacher ranking plan, 25 thousand billion Tomans, and the supply of water and emergency water supply to cities and villages have 13 thousand billion Tomans.
