Subsidies to the lower deciles of the housing applicant / Who are the beneficiaries?

According to Tejarat News, after yesterday’s meeting of the Supreme Housing Council, the Minister of Roads and Urban Development announced the start of construction of 700,000 units and said that the land has been provided with 2.4 million housing units.

But since the tax on vacant homes began, there has been talk of setting up a fund to collect tax revenues from the National Housing Fund. The Minister of Roads also mentioned in his remarks yesterday that the Mehr housing installments are to be paid to this fund.

But he addressed a new issue mentioned by Rostam Ghasemi Subsidy From the resources of this fund.

He said: “In the National Housing Law, the National Housing Fund has been formed and is being formed, and its sources will be from the revenues of the Ministry of Roads and Urban Development and Mehr housing resources and the return of Mehr housing installments so that we can pay subsidies to the lower deciles of housing applicants.” In this regard, the amount of subsidy payment must be finalized with the program and budget organization.

What is a housing subsidy?

Housing subsidies can be paid in two ways, the first in cash and directly. That is, like the cash subsidy and livelihood of gasoline, which is paid at intervals of 10 days per month.

In fact, in this method, the Ministry of Cooperatives, Labor and Social Welfare should come to the aid of the Ministry and introduce the affected families. Then, based on the number of members of each household, a subsidy will be paid to the bank card of the head of the household.

But this method of paying subsidies in the housing sector seems a bit unlikely, most likely Rostam Ghasemi means paying part of the cost of construction or renting households.

Because in the housing leap plan, the managers of the Ministry of Roads and Urban Development had announced that mortgages would be paid at a lower interest rate for the lower deciles of the society. For example, the Housing Bank is required to pay loans to villagers to build and purchase housing at a five percent interest rate, which is 13 percent lower than the rate approved by the Monetary and Credit Council.

Also, the Ministry of Roads, in explaining the details of each applicant in the housing leap plan, announced that the contribution of the fourth and fifth decile applicants is 40 million Tomans. But if this applicant is in the first, second and third deciles, he must pay half of this amount, ie 20 million Tomans.

In fact, the government will pay another 20 million for applicants in the first three deciles. In general, low-interest loan repayments and the provision of a portion of the housing proceeds in construction projects are probably the same Subsidy Is housing.
