As you are aware, at the beginning of the 1400-1401 tournament season, some issues regarding the environmental advertising of Iranian football clubs were raised by the esteemed CEO of Esteghlal Club, regarding the acquisition of environmental advertising and thus increasing revenue.
The esteemed president of the Football Federation, while advising to observe the laws of the country and the regulations of the federation and the league organization, asked the league organization to review and assist the club with a long history of independence.
On the other hand, according to paragraph 1-1 of Article 4 of the National Football League regulations approved by the General Assembly of the Football Federation, the Iranian Football League is responsible for concluding commercial contracts and all contracts concluded by the organization by member clubs are valid and until Clubs present in the league must comply with it. Also, according to paragraph 2, Article 22 of the regulations for holding the matches of the Premier League and the first division of Iranian football, approved in 2009, all clubs are obliged to keep their home stadium clean and free. Provide any advertisements to the organizers of the competition 24 hours before the competition.
According to the above and based on the philosophy of the league organization to accompany and cooperate without discrimination with football clubs and to avoid the occurrence of disorder, weakening and anxiety of Iranian football, this organization has reviewed and cooperated with the CEO of Esteghlal Club in the immediate agenda. Contract.
Accordingly, while forming a working group consisting of representatives of Esteghlal and Persepolis clubs, representatives of the Ministry of Sports and Federation and the league organization, and inquiring from the esteemed inspection organization, considering the governmental nature of the two clubs, it was decided in accordance with the law to select advertising agents. Obtaining and providing bank guarantees, and in this regard, sufficient time was given to the CEO of Esteghlal Club.
Also, according to the minutes of the selected working group, it was decided that the implementation of environmental advertisements will continue to be the responsibility of the league organization.
Unfortunately, the officials of Esteghlal Club have not provided any documents regarding the observance of legal requirements for the selection of environmental advertising agents and the necessary guarantees required by the esteemed inspection organization, and have illegally collected legal advertisements obtained and committed by the league organization.
In order to prevent financial, legal and social consequences of any illegal action and following the decision of the Board of Directors of the League Organization on 29 October to re-grant clubs the opportunity to submit documents (selection procedures for brokers and necessary and legal guarantees according to legal authorities) Unfortunately, no documents were received by the league organization until the end of office hours on the first of Azar 1400.
In order to better conduct football matches and prevent the occurrence of disorder and financial, legal and social consequences caused by any disorder, it is announced:
First, in accordance with the rules and regulations of the Board of Directors of the Premier League and the Football Federation of the Islamic Republic of Iran, any interference in environmental advertising and holding matches in stadiums is considered a violation and cancels the match, change the stadium hosting the match and send a report to the committee. It will be the discipline of the football federation.
Secondly, all football clubs are requested to submit their business plan for expert review and finally approval of the competent authorities for the next season, in compliance with the current laws of the country and the regulations of the federation and the league organization.
