Where was the blockage of corruption channels in the municipality / municipal darkrooms?

According to Fars News Agency’s urban correspondent, Abolfazl Fallah, Tehran Municipality’s Deputy Minister of Finance and Economy, stated in a press conference about the benefits of creating a single treasury in Tehran Municipality:

He added: “Increased speed in service and transparency in revenue sources have been other results of forming a single treasury.”

The deputy mayor of Tehran said: “Systems for managing the demands and debts of Tehran municipality will be created soon and its final stages are underway.”

Fallah reminded: in the discussion of the municipality asking the government in the early days of this period, 1,300 billion tomans were demanded from the government, but by examining the documents, we found that the municipality is demanding more than 29,000 billion tomans from the government. We registered up to 9,000 billion in the system and sent 7,000 billion to the audit system, and the rest will be done.

He announced: “We have also put electronic payment on the agenda and by the end of the year, we will completely remove the check and the traditional payment system from the agenda.” The next program underway is asset generation to make optimal use of the resources of the municipality and the city of Tehran.

He said about the municipality’s activity in the stock exchange: Last week, the first stage of purchasing materials was done through the commodity exchange and bought 700 billion tomans for the example of the deputy for civil engineering, and 25% is in favor of the municipality due to the elimination of brokers and intermediaries.

The deputy mayor of Tehran also mentioned about the economic attachment of projects in the city: We have already defined the economic capacity assessment project for 8 companies. Also, the instructions for the economic study of projects have been announced by the mayor of Tehran so that each project must have an economic attachment. This is the first time this has happened.

In response to a question about Shahrvand’s store and its transfer to the stock exchange, Fallah said: “One of the plans of the urban economy is for the municipality to withdraw from the business and, where necessary, to hold shares, the executive process of transferring Shahrvand is underway.” And according to the schedule, the steps are taken.

He added: “According to the latest financial information, citizen stores are profitable, but the first goal in the seventies of the establishment of these stores was to shorten the gap between production and consumption with chain stores.” In the eighties, the supply of essential goods to the people was the goal, and now there is good competition between stores.

In response to another question about the Aftab City Fair, Fallah said: “A comprehensive plan for the Aftab City Fair and the land around it is being prepared and will be finalized in the next two weeks.”

The deputy mayor of Tehran pointed out: in this project, the problem of the exhibition will be solved and the transportation problems and problems of the south of Tehran will be solved by connecting the exhibition to the surrounding collections.

He clarified about the municipal debts to the banks: so far, the amount of debts to the banks is about 60 thousand billion Tomans, and about one item, one of the banks was persuaded to reduce it by 3 thousand billion Tomans. To settle these debts, we plan to balance a significant portion of the debt.

Fallah in response to the question of whether the municipality obtains permission from the council for the property that goes to the stock exchange? He said: “We have attached the budget to the properties that we are going to sell and clean up, and we have received the approval of the city council for them.” About two months ago, there was a discussion about loading land around Erfan Hospital for the construction of a parking lot, and although this was a matter of the past, we got the council’s approval for it. The buyers of the property were not just contractors and the buyers are clearly identified on the stock exchange site.

The deputy mayor of Tehran also spoke about the construction of hotels around the city and their economic annex and housing: the municipality is not going to build houses and will facilitate more and provide land. The economic annex directive has been announced for a few days and will apply to all projects that will be implemented from now on.

Regarding the municipality’s demands from the government, Fallah said: The mayor of Tehran has been following the municipality’s demands from the government in several meetings. In order to buy wagons from the relevant companies, measures have been taken that the government will clear it from our request.

He reminded: in urban planning, there is an income model based on which a license is issued, which is not the name of a city sale. In the 1401 budget, revenue sources are defined in different sections and it happens according to it.

The deputy mayor of Tehran added: Note 19 is related to investment projects for which we have special programs. In addition, in all areas, we study all projects that have the potential to attract investors.

Fallah also said in response to another question about whether the property given to various organizations and institutions in the past years is identified: a good circular was prepared and communicated in this regard, based on which all properties belonging to the municipality of Tava A certain period must be registered in the real estate system.

He added: “Accurate statistics of real estate were not available in a coherent manner, but now this directive has been implemented and one of the points in the discussion of real estate is documenting and leading real estate to a single-page document, while previously significant percentages of real estate It did not have a document or if it did, it was not a single leaf.
