Providing the necessary welfare facilities to spend leisure time in a natural and ecological platform for all strata and age and social groups, increasing the environmental and social capacities of Bostan Pardisan with the aim of preserving the city’s ecological reserves, allocating revenue sources for welfare-recreational and service uses. Several cases of fire due to the lighting of fire and the lack of proper monitoring conditions, and even a conflict that led to the shooting and death of one of the compatriots, indicate the confusion and sloppiness of the management of this large park.
The environmental organization has not requested the municipality to provide services
In an interview with Fars reporter, Mehdi Salehi, the mayor of Tehran’s 2nd district, pointed out that the ownership of the park belongs to the Environmental Protection Organization and that the municipality helps this organization in providing services according to the memorandum of understanding that was established in 1996. Tehran Municipality’s service in this park is also in the form of maintenance of the remaining green spaces, which is done by the Tehran Municipal Parks Organization, and if there is a deficiency in the field of providing intensity, it is because no help has been requested from the municipality.

The mayor of the 2nd region of Tehran announced the implementation of the second phase of the 2nd health bridge between the 13-hectare garden complex of Gharb town and Pardisan park and said: With the implementation of this plan, the number of visitors to Pardisan park and the type of service will definitely change and naturally after that. We are entering the phase of more coordination with the park authorities, because a part of the 47 km in question is in Pardisan Park.

Salehi added: The issue of providing resources to increase the service level is another issue that should be taken into consideration.
Pardisan nature park with an area of 275 hectares is a breathing window in the northwest of Tehran, which is 550 hectares with the surrounding parks, this area has 530 valuable plant species. It includes 443 car species and 87 cultivated species from Pardisan and nearby areas (Milad Tower).
Therefore, Pardisan is one of the forest parks that has a comprehensive eco-park plan. However, due to the disruption of the integrity of the park, the construction of various buildings and, most importantly, the lack of funds, its implementation was never prioritized.
During the recent years, although the deed of this park was registered in the name of the government in the 1970s-1977, there were always various issues about it, the most important of which was the “transfer and sale of the Pardisan Nature Eco Park” to one of the organizations that was approved. It was approved by the Cabinet of Ministers in 2009, according to the then deputy official of the Environmental Organization. While before the revolution, it was planned to become a nature park with the design of different ecosystems of the world.
Based on extensive research since 2017, the vegetation of this area has been investigated and in order to prepare a comprehensive regional management plan in order to protect Tehran’s ecosystem. The aim of this research is to preserve and restore the natural vegetation and create green space in this area according to the ecological values, recreational, scientific and research needs in Tehran.

Hossein Akhani, a botanist, believes that the construction of Nahj Balagha Park has led to the loss of about 74 plant species.
According to him, the vegetation of Pardisan is the remaining steppe growths and temperate grasslands, which, because it is located between the Alborz foothills to the north and the desert steppes to the south, has elements of both groups.
According to the present research, the central part of Pardisan has the highest species richness and the west of Pardisan (along the Farahzad valley) has the most valuable plant species.
Pardisan has a high conservation value and it is better to turn it into an urban protected area in the form of a national natural monument in order to preserve this valuable heritage.
