Accusation of mismanagement against a member of the Football Federation’s board of directors/from document creation to family appointments

In an interview with the sports reporter of Fars news agency, Siavash Bagheranjad said about some uncertainties regarding the activities of Khodadad Afsharian in the football team of Kohgilouye and Boyer Ahmad, he said: The documents I am presenting are related to the football team of Kohgilouye and Boyer Ahmed. The first document is related to the time of General Secretary Mohammad Reza Saket in the Football Federation in 1997. On August 27 of that year, 2 people were qualified for the football board of this province, but Khodadad Afsharian, who has been working as the head of the football board since the same year and after some time became a member of the board of the federation and head of the referees committee. At first, due to not having the necessary management records and also not being qualified, he could not participate in the board elections, but with the mediation and consultations that were carried out by Gachsaran’s then representative in the Islamic Council, Gholamreza Tajgerdoun, with Soltanifar, the Minister of Sports and Youth, Mehdi Taj They persuaded Afsharian’s name to be added to the candidates for the football board elections. Finally, on March 7, 1997, he was officially elected as the head of the delegation in the assembly of this province.
He added: All the efforts made for Afsharian’s presidency were due to the fact that he claimed to be a well-known international referee and of football origin. It can be useful for advancing the football goals of the province and the country. He believed that we should give football into the hands of football players because it brings money and points and helps the football of the province from the basic levels to the second division league of the country. With these words and tactics, he assumed the presidency of the delegation. After 2-3 months, with the strong support of the government, the representatives of the province, and the director general of sports and youth, a huge amount of funds, for example, for the period from April 18 to July 18, 1998, more than 300 to 400 million tomans were deposited into the board’s account, but instead of To pay the debts of the previous period of the board, with the first money that was counted, he bought a Peugeot Pars machine, the documentation of which is available.
This assistant referee from Kohgiluyeh and Boyer Ahmad emphasized: One of the creditors was a person named Jalil Kiani who had the most demands from the football team, his principal amount with his late fine was about 60 million tomans. He went to the delegation several times to receive this request, but Afsharian dismissed this person, and Kayani, according to the ruling he received from the provincial appeals court, seized the Peugeot car and blocked the delegation’s accounts.
He added that instead of solving the problem by consulting and agreeing with this person, Afsharian prepared a formal affidavit stating that this car was purchased with his own money from the beginning and is for himself. According to the same affidavit, he prepared a petition in his handwriting, in which it is clearly stated that this Peugeot is part of my property, and he filed a complaint against Kiani. With this affidavit, he got a verdict from the provincial court and claimed that the car has nothing to do with the football team.
Bagherenjad continued: Kayani did not hesitate and after issuing the decision to release Khodro, he took action through the judicial deputy of the judiciary to inquire and not deny Afsharian. This deputy also inquired from the Director General of Sports and Youth of Kohgiluyeh and asked him to announce if the football team has a car. Mohammad Taqi Alavi, the general manager at the time, also wrote a letter and attached it to Afsharian to be accountable in this case, but referring to the general manager’s letter, he stated that the football team does not have any cars and denies that this Peugeot belongs to the team and says According to the decision, this car is in his possession.
He clarified: In the same year 1998, when these correspondences were being carried out, Afsharian wrote for car insurance and claimed that this car was for the football team. The letter, which has the seal of the board of directors, and which paid all the depreciation related to this car from the account of the football board. That is, on the one hand, he told the judiciary and the executive branch that the car is for himself and gets votes, but on the other hand, he takes the car’s accounts and books from the football team. One does not know whether to believe the cock’s tail or the oath of Hazrat Abbas. This issue was one of the reasons that caused the competent authorities to summon Afsharian at the end of last year. When Afsharian saw that the foot of the lamp was dark and turned his hand, he confessed that this car belonged to the football team, and if he did so, it was only because he did not want to fall into the hands of creditors and leave the team.
This assistant referee, continuing his revelations against the head of the football team of Kohgiluyeh and Boyar Ahmad, said: “After careful investigation, you will find that 60 million Tomans was the original money of Kiani with late payment in 1998, but now Afsharian has given 400 million Tomans to this one time. The person has paid. He had to pay another 360 million Tomans by June 23, 1401, but he did not. It means 760 million tomans until then. Since then, if the payment of 360 million reaches the new executive stage, the amount that has been or will be paid to Kiani will definitely exceed one billion tomans. The value of Peugeot Pars Hayat is about 400 million tomans in the market now, according to the model, function and accident.
Bagheranjad added: Damage to Baitul Mal is one side of the issue, but the more interesting thing to know is that during these 3-4 years, Afsharian spent more than 130 million tomans for car insurance, accidents, depreciation, gasoline, oil, batteries and …. has withdrawn from the board’s account. In a deprived province where football teams, clubs and schools fight for the bare minimum and even for balls and nets, which are the most basic facilities needed to hold a match in the city league, are they in distress? Football fans will perish due to a mismanagement?
Regarding the sale of Dena Yasouj team’s points, he explained: Another document is related to the sale of Dena Yasouj’s team points, which played for a while under the name of Shahdari in the first division league. This team was relegated to the second stage of League 3 after being relegated to League Two. After this incident, the mayor and council of Yasouj said that we cannot manage the team and gave the franchise of this club to the football team of that time, namely Parviz Mousavi. Afsharian was Mousavi’s vice president at that time, but the former head of the board, due to his busy schedule, entrusted Afsharian with the authority to sell the club. In the letterhead of the club’s sales contract, it is clearly written that Afsharian is the authorized representative of the club in the sale of this franchise.
This football figure of Kohgiluyeh province added: “Apparently, Afsharian sold the club’s franchise for 80 million tomans, of which he received 15 million in cash.” The signature and stamp of the football team and the club are on the foot of the sold sheet. Afsharian’s first violation is that the head of the province’s article 5 commission did not attach the sale of this privilege. The law says that the points of any club, even in the youth category, if it wants to go from one province to another, the vote of the Commission of Article 5 of the Ministry of Sports of the origin and destination provinces must be taken, but the sale of the points of the Dana team does not have the vote of this commission.
Bagherenjad noted: Afsharian received the money from the sale of the club’s points in cash, while in the transactions and claims resulting from the sale and receipt, the money must be deposited into the board’s account with the signature of the president and treasurer. As a sales representative, Afsharian could not receive cash, but cash was received as clearly stated in the sales sheet. After finding out about the case and that the money was not returned to the board’s account from Afsharian, the then head of the football board wrote to the league organization and demanded the money from the sale of the club. For this reason, he requests to clarify the accounts, the license of the club and all the contracts related to this team in the third division league.
He added: In the second step, Afsharian clumsily, instead of receiving four checks from the buyer in the amount of the football team, he took one check by manipulating the amount, and suddenly the amount of the club’s points sales increased from 80 million to 160 million. This issue also indicates a coding. We can say that the club was originally sold for 160 million, but Afsharian told the province, I sold 80 million. He took the remaining amount for himself. The points of a club present in the second stage of League 3 at that time were traded around 200 to 400 and sometimes up to 600 million tomans. Afsharian tampered with and forged the document, which is a crime in itself. Scribbles and handwriting are evident in the documents.
This assistant referee added: This money was never returned, and now in any province, any person who wants to buy the points of a club in the final stage and the second round of the 3rd division league cannot buy for less than 6 billion tomans. This point was lost and the money never returned to football in the province. No one asked Afsharian a question, or if anyone wanted to ask, the issue remained silent due to his and his friends’ relationship and rent.
Bagherenjad explained: Afsharian’s third offense in the football team is that if you look at the salary payment list for Azar, December and February of 1998 or 1999 of the provincial football team, he, like Habibullah Shirazi, the former head of the Tehran football team, paid the Kohgiluyeh team to He managed in a family and friendly manner and gave from the Caliph’s purse. According to the statutes of the football federation, FIFA and provincial boards, an active referee cannot have responsibility in the board, but Ruhollah Sharifi, who is the referee of our province’s premier league and quota in national football and Afsharian’s son-in-law, was paid as the head of the competition committee.
He continued: His wife, who is the eldest daughter of Khodadad Afsharian, was paid as the vice president and executive director of Women. Hamidreza Afshun is the nephew of the head of the team, who was a salaryman and responsible for the refereeing department of the team despite assisting referees in the Premier League. Pouria Afsharian, the son of this person, in 4 years from 1998, when his father took office in the youth category of the province, he suddenly stopped judging in the Azadegan League and Sepahan’s game in the knockout cup. On the other hand, her other daughter has also been introduced as the quota of the province to judge in the premier league and the first division of women’s futsal. He has also paid people like Ardeshiri, who is one of his friends, from the account of the football team. Some of these people did not even have a warrant, but later they were issued formal warrants, and the files of these people are available and can be examined in the General Directorate of Sports and Youth, the Court of Accounts and Accounts for the years 1998, 1999, 1400 and 1401.
Bagheranjad said: “Football in our province has declined with the arrival of Afsharians.” He is now a member of the Board of Directors and the head of the Referee Committee of the Football Federation, and these violations are unacceptable from a person who is at the head of refereeing and football in the country. Afsharian’s unprofessional behavior and mismanagement are not acceptable. The rule of law must be implemented in the same way for everyone, and Afsharians should not influence and cover up their violations because of their current position. The sacred system of the Islamic Republic was compiled based on the people’s vote and Islamic vision, and the understanding and state-oriented people of Iran, especially Kohgiluyeh and Boyer Ahmad, who have always stood by the revolution, Islam and the leadership’s orders in all areas of the Islamic revolution.
He added: Although our province is one of the deprived provinces of the country from the point of view of development and progress in the field of sports and places, I can definitely say that it is one of the strongest provinces in terms of having managers, resourceful, brave, provincial, patriotic, etc. But unfortunately, due to some indiscretions or mistakes, sometimes we employ people whose consequences harm football, sports, politics and the macroeconomics of the province. We expect that the same way Shirazi was dealt with in Tehran, if there is any violation by me or Afsharian, it will be dealt with. It is the expectation of the sports community of the province that for clean football and a healthy environment for the sports of the province and Islamic Iran, we must put aside all ethnic, tribal, tribal and political considerations and deal with the violator according to the law.
