Although knowledge-based is not a new word, but the emphasis of the Supreme Leader of the Revolution on this issue for the development of the country and solving problems provided an opportunity for us to pay attention to this issue again in the corners of our country.

The extent to which the Supreme Leader of the Revolution’s Nowruz message can be fulfilled depends on the fact that each province is aware of its potential resources and talents.

For a province like Qazvin with numerous agricultural, industrial, tourism and service capacities, the dissemination of knowledge bases in various fields needs a beacon.

So far, many officials, managers and representatives have emphasized the importance of using knowledge-based, but during the issue, providing a solution can help Qazvin province in a more effective and practical way in realizing the slogan of the year.

To the same excuse Marzieh Bakhtiari University lecturer and researcher in the field of policy, management and entrepreneurship We went to Qazvin province, where he answered questions from an IRNA reporter.

IRNA. What do you think was the main reason for naming this year as Production, Knowledge-Based and Entrepreneur?

The Supreme Leader of the Islamic Revolution in recent years and in most of his speeches, especially in the selection of slogans of the year, has placed special emphasis on the issue of production. And align with technological change.

The Supreme Leader also cited knowledge-based companies as the only way out of the country’s economic woes and sanctions constraints; To the extent that a look at the world experience of the last century or two also shows well how clever and wise their emphasis is.

IRNA. Why should we use the knowledge-based approach to solve the country’s problems?

University Lecturer: All institutions and companies in the country, including the private sector, government and cooperatives, should try to bring advanced technologies to various industries.

Given the unique elite and technological capabilities that exist in more than 6,500 Iranian knowledge-based companies, it is not appropriate to export God-given resources in raw form and import value-added products from them at 10 times the cost. And we can not benefit from our resources such as human capital, fertile climate and geography, geopolitical (political geography) and strategic (strategic) position of Iran in the region and all God-given gifts and blessings for the excellence of Iran.

In 1401 and the following years, the efforts of all institutions and enterprises of the country, including the private sector, government and cooperatives, should be introduced to the introduction of advanced technologies in various industries such as oil, gas, petrochemicals, medicine and medicine, automobiles and home appliances.

IRNA. How effective will the implementation of knowledge-based economic processes be?

The only way to develop the country is to establish the knowledge of economy and industry; Studies and experiences show that the development of manufacturing industries in a normal and traditional way can not facilitate and increase the employment rate in society in the current situation.

At present, we have a large number of unemployed youth and elites whose traditional industries do not meet the needs of this group; Accordingly, we are witnessing the migration of elites at an increasing rate, and on the other hand, in recent decades, we have witnessed the import of various industries and machinery from the same countries that have been targeted for migration by the elites of this region.

IRNA. To what extent has the capacity of scientists and elites of society been used to realize and implement knowledge-based governance?

Unfortunately, to date, we have not been able to create a prosperous environment for scientists and young people, while in recent years, investments have been made to raise and educate the children of this region, but when the time comes to bear fruit, We have given them to others with both hands and unfortunately this cycle continues.

IRNA. Where do you think the main problem is?

The missing link in this vicious cycle is “knowledge-based governance”, which is hoped to find a solution to this problem with anti-corruption, popular and revolutionary government measures, because today countries to reduce corruption, human error and fraud and increase productivity towards governance. Data-driven and knowledge-based have taken steps.

These companies have put data mining, machine learning, artificial intelligence, and the like, and knowledge-based and data-driven governance on the agenda with the goal of reducing resource waste and speculation and reducing the underground economy.

IRNA. What is your proposal to advance the goals and guidelines of the Supreme Leader of the Revolution in order to achieve knowledge-based in Qazvin province?

This university lecturer: Universities and vocational schools that are not prosperous should enter the field of knowledge-based with a new mission / Expanding the issue of knowledge-based military command and facilitating it to help produce knowledge-based for university experts is on the agenda of the province.Industrial estates should flourish near cities, and the revitalization of these estates should be on the agenda with the goal of knowledge; Paying attention to this case in Qazvin province is very important considering the industrial position of this province in previous decades and the existence of semi-active industrial towns.

We must also identify the capabilities and knowledge-based capacities of the country in the framework of the resistance economy and the people, because foresight in the field of industry is essential.

IRNA. Please explain a little more about this:

Instead of devoting the ready and active force as migrants to developed countries; Send capable human resources for training, skills and acquisition of new and practical knowledge with the aim of developing technology and knowledge transfer to serve the people of Iran and excellence and development to leading countries, in other words, creating scholarships in leading industries.

On the other hand, the link between industry and academia is only possible through the mediation of skills training, and the role of training institutions and organizations, such as technical and professional organizations, is very important; Based on this, it is suggested that universities and vocational colleges that are not prosperous enter the field of knowledge-based with a new mission.

Payame Noor University, universities of applied and non-profit sciences and some units of Qazvin Azad University can work in this direction and use their existing structures and resources to produce knowledge-based.

It should also be on the agenda of Qazvin province to expand the issue of knowledge-based military command and facilitate it to help produce knowledge-based knowledge for academic experts.

The most important issue is our isolation in communicating internationally; Normalization of transnational markets for easy access to global markets and production with international standards and access to up-to-date knowledge; It is an important point that should be given priority by preserving them and the position of the Islamic Republic.
