19 city-building incentive packages were announced – Tejaratnews


According to Tejarat News, Mehrdad Bazarpash today announced a 19-point urban development incentive package regarding physical incentive policies involving the renovation of worn-out and inefficient urban structures, with the aim of increasing the quality of life of citizens living in these structures and also advancing the goals of the housing production jump law.

Promulgated approvals have the characteristics of flexibility of the approval in relation to the special conditions of each city, neighborhood renewal approach, special opportunity for builders and owners, economic empowerment of the residents of dilapidated buildings through flexibility in the rules for the establishment of uses and with the approach of intertwining housing and employment and creating added value on residents’ assets and increasing the quality of living space.

Also, untying the issue of permits for residential plates below the quorum, the separation and construction of these units, increasing the permeability (accessibility) of the neighborhood and the participation of municipalities are among the other features of these notified approvals.

Details of the 19 physical incentive packages for the renovation of dilapidated structures in four groups of the types of incentives foreseen in the approval of the Supreme Council of Urban Planning and Architecture, including integrated regeneration at the scale of urban blocks, renovation at the scale of the main neighborhood axes, renovation in depth of the dilapidated urban fabric and incentive criteria for the renovation of parts It is non-combinable.

The details of the incentive criteria of the types of incentives foreseen in the approval of the Supreme Council of Urban Planning and Architecture of each group are given below:

Incentive criteria of the first group (integrated regeneration at the scale of a city block)

– Giving a maximum of two incentive floors compared to the allowed density of the approved plan

– The possibility of allocating the permitted occupancy of the ground floor to commercial uses

– The possibility of allocating 20% ​​of the non-roofed open space of the complex in order to provide part of the required parking spaces

– The possibility of using the area of ​​dead-end roads that have lost their function due to consolidation in the area of ​​the criteria for consolidation

– The possibility of facilitating the architectural criteria, including the way of stacking and facade

Incentive criteria of the second group (renovation on the scale of main neighborhood axes)

– Granting a maximum of one incentive floor compared to the allowed density of the approved plan

– The possibility of allocating the permitted occupancy level of the ground floor to commercial uses subject to the provision of an independent entrance

– Not including the level of balcony and terrace in the calculation of building density

– Reducing the required parking provision factor to 0.75, subject to the presence of marginal parking on the road

– The possibility of using the area of ​​dead-end roads that have lost their function due to consolidation in the area of ​​the criteria for consolidation

Incentive criteria of the third group (renovation in the depth of the worn-out urban fabric)

– Granting a maximum of one incentive floor compared to the allowed density of the approved plan

– Reducing the required parking ratio to 0.75 for each unit

– The possibility of building a maximum of one additional door in order to provide maximum parking

– Not including the area of ​​balcony and terrace in the calculation of building density

Incentive criteria of the fourth group (renovation of non-assembleable parts)

– The possibility of moving forward up to 2 meters after correction, subject to compliance with the neighborhood and neighboring rights

– Reduction of the coefficient for each required parking unit to 0.75

– The possibility of building a maximum of one additional door subject to the provision of a parking factor for each unit

– The possibility of building residential units with infrastructure less than the limit determined in the approved plan

– Not including the area of ​​balcony and terrace in the calculation of building density

According to this report, the items that need to be discussed and decided on in the Article 5 Commission in the physical incentive package for the renovation of worn-out tissues are as follows:

Aggregate plans including one or more urban blocks that are applying for the benefits of integrated regeneration at the scale of an urban block.

Municipality’s report on localities or areas without the possibility of providing incentives subject to paragraphs 1 and 3 of the introduction of the notified resolution

The map of the location of the planned neighborhood parking lots, the subject of paragraph 5 of the notified resolution

Examining and approving additional and specific incentives for each city, taking into account its special conditions and needs, within the framework of paragraph 3 of the notified resolution.

Also, in the physical notification package for the renovation of worn-out tissues, the tasks of the municipalities include the following:

Expediting the examination of applicants’ requests and issuance of building permits according to the approval of the Supreme Council of Urban Planning and Architecture and, if necessary, the reflection of requests (the subject of paragraph 1 of section A of this circular) to the secretariat of the Article 5 Commission.

Providing proposals related to specific physical incentives of the city, according to the structure of the comprehensive plan and the special conditions of the relevant city, the subject of paragraph 3 of the introduction of the notified resolution.

The statistics of localities or areas without the possibility of providing incentives and reporting it to the Commission, Article 5, the subject of paragraphs 1 and 3 of the introduction of the promulgated resolution (the subject of paragraph 1 of the Supreme Council Resolution)

Pursuing the provision of proposed neighborhood parking lots to compensate for the parking deficit of residential units subject to these criteria after the approval of its location map in the Commission, Article 5, Clause 5 of the notified resolution

Providing quarterly periodic reports on the amount of permits issued in the dilapidated context of the subject of paragraph 8 of the notified resolution including the holding of 5-stage physical progress, the completion of work issued based on the number of residential units, the amount of built-up collective parking and the amount of per capita provision of services on land and floors

Report on the performance of paragraph 1, section C of the notified resolution

According to this report, the Minister of Roads and Urban Development has mentioned the tasks of the Roads and Urban Development Departments (Secretariat of the Article 5 Commission) in the notification of the physical incentive package for the renovation of worn-out structures to the governors, which has been approved by the Supreme Council of Urban Planning and Architecture.

Expediting the examination and submission of requests related to the subject of the Supreme Council’s approval in the Article 5 Commission

Extensive notification of the provisions of the notified resolution in the target areas of urban regeneration in various formats with the support of Iran’s Urban Renewal Company

Identifying and justifying local investors, builders and owners of lands and properties located in worn-out areas to benefit from the benefits of relevant incentives (on behalf of Iran’s Urban Regeneration Company)

Providing periodic quarterly reports on the amount and content of the approvals of Article 5 commissions related to the subject of the notified approval.
