5 conflicting plans and bills to reform the structure of energy governance on the parliamentary table

Some of the plans and bills that are currently on the agenda of the Islamic Consultative Assembly are as follows:

1- Plan to form the Ministry of Energy: Pursuant to Note 2 of Article 1 of this plan, at the same time with the implementation of this law, all goals, missions and duties related to petrochemical affairs shall be removed from the Ministry of Oil and transferred to the Ministry of Industry, Mines and Trade.

2- Draft Articles of Association of the National Petrochemical Company: Based on the existing laws of the country, this plan has amended and rewrote the current statute of the National Petrochemical Company approved in 1977 based on the new role of the National Petrochemical Company in the form of the Development Organization.

3- Draft Articles of Association of the National Iranian Gas Company: According to Article 6 of this plan, the subject of the company’s activities is the management and direction of enterprise activities and upstream and downstream operations of oil and gas and related industries, as well as oil and gas trade inside and outside the country.

4- The bill for the establishment of an independent body regulating the electricity sector: Pursuant to the following note, part 3 of the single article, the statutes of the regulatory body of other sections and the location of their secretariat shall be approved by the Council of Ministers upon the proposal of the Competition Council.

5- Establishment plan of the National Company for Refining and Petrochemical Industries: All duties and powers related to the management and supervision of crude oil refining industries are assigned to the National Petrochemical Company and the National Refining and Petrochemical Company is established.

* Different structures to reform the governance structure
