On the other hand, due to the stability of parallel markets including currency, gold and stock market, housing prices have also stabilized, which is a reason for hope.
He added: However, field observations show that some of the projects for which construction permits have been issued in Tehran have not yet reached the construction stage. One of the reasons for this is due to the decrease in the financial power of the builders due to the ineffectiveness of the pre-sale law.
The head of Tehran Real Estate Consultants Union noted: According to the pre-sale law approved in 2009, real estate consultants are prohibited from concluding pre-sale contracts and clients should refer to official notary offices. This problem has created negative effects in construction and it can even be said that it has led to the locking of the housing financing system in this sector. In recent years, the issue of amending this law has always been raised in the parliament, but so far no specific result has been reached.
Stating that small builders have limited ability to complete their plans, Goodarzi said: Many builders are willing to cooperate with real estate offices in pre-sale, but due to legal prohibition, we cannot cooperate; Because punishments such as revocation of the business license have been considered for the members of the real estate advisors guild.
Analyzing the current situation of the housing market, he said: After the heavy growth of housing prices that occurred at the end of last year and the beginning of this year, fortunately, from June onwards, we see stability and sometimes a decrease in prices. Of course, this stability is accompanied by a decrease in the number of transactions, which has negative consequences for the housing market.
The head of the Real Estate Consultants Union stated that some sellers are selling their units below the price due to the recession and added: This issue can reduce the motivation for housing production and affect investment in this sector. Construction boom, trading boom and price stability are the three main pillars that must exist at the same time. Otherwise, the balance of the housing market will be disturbed.
Gooderzi reminded: The wrong view that has been established in the society and even some officials is that with the change of the year, the prices of goods, including housing, should change. In fact, we have experienced a kind of psychological inflation. But we hope that the peace created in the housing market will continue so that this view will be removed from the society and the inflation of goods will gradually decrease.
