Analyzing the performance of the Ministry of Roads in the field of housing construction/the latest status of the President’s housing commitment

The previous government, which started its first four years by stopping Mehr housing as the biggest construction project after the revolution, in the second four years proposed the construction of 400,000 residential units in the form of a national action plan, but in the end only 315,000 projects were completed. Housing entered the system. So far, out of these 315 thousand residential units, less than 90 thousand projects have seriously entered the stage of financing and construction.

Currently, after one year since the beginning of the 13th government, the residential units of the National Housing Movement have been added to the units of the National Action Plan, and the policy of the housing sector is changing by moving towards strengthening the broad sector.

With regard to this issue, referring to the statistics of Housing Bank as the bank responsible for paying facilities to construction projects can to some extent determine the status of assignment of housing construction projects in the country, including the National Housing Action Plan along with the National Housing Movement. The statistics of Housing Bank as a financing institution can be cited from the fact that according to the Ministry of Roads and Urban Development, 99% of the housing construction facilities in the National Movement were financed by Housing Bank.

* 218 thousand applicants were introduced to the banking system

Based on the most up-to-date statistics provided by the summary of the status of the National Housing Movement projects obtained from the TEM system, 218 thousand 721 applicants have been introduced to the operating bank in the form of 28 thousand 81 projects. The noteworthy point in this section is that 159 thousand 211 applicants, equivalent to 72% of all those introduced to the bank, are the owners of their own facilities, other departments such as the units of the General Road and Urban Development Department, New Cities Housing, Housing Foundation, Farman Executive Headquarters Imam, the Municipalities Cooperation Organization and the Housing Fund along with the Ministry of Education also cover the remaining 28%.

According to the information received from the Ministry of Roads and Urban Development, 5.6 million families have registered in the National Housing Movement. In other words, 4% of the registered applicants have been introduced to the operating bank.

* Payment of 14 thousand billion tomans of facilities by the banking system

Regardless of the registered performance in the registration and introduction section to the banking system, according to the information sources of Housing Bank, so far 125 thousand 500 applicants of the National Housing Movement in the form of 10 thousand 329 projects have completed their work to conclude a contract with the operating bank.

Based on these statistics, the amount of facilities contracted to pay applicants in stages according to the progress of the construction conditions is 42 thousand 414 billion Tomans. It should be noted that until August 19, 1401, the share of the company paid by Bank Maskan to the applicants was equal to 14 thousand 671 billion Tomans.

The noteworthy point in this section is that according to Article 4 of the Housing Production and Supply Jump Law, the banking system is obliged to allocate 20% of the annual payment facility with at least 360 thousand billion tomans to the housing construction sector.

This is despite the fact that last year the contracted facilities included less than 12% of the legal obligation of the banking system, and on the other hand, the share paid is less than 4% of the legal obligation from the banking system.

* 23 thousand hectares of land has been secured

Another part of the issue of investigating the performance of the Ministry of Roads and Urban Development is related to the field of housing construction in the land supply sector. Therefore, the land required for the mass production of housing in the mentioned manner for the infrastructure of each residential unit, taking into account the requirements of architecture and urban planning, is 50 meters per person, and considering the size of the household, on average, the infrastructure of each residential unit should be 3.3 in the country. 165 meters should be considered.

According to the law, the allowed ratio of infrastructure to the total land of each residential property should be considered 60%, therefore, on this basis, each one-story residential unit with a size proportional to the size of the household in the country should be considered 275 meters of land.

According to the calculations, the net land required to build one million residential units per year is 27,500 hectares. It should be noted that the mentioned amount of land is purely needed for the construction of housing and the area ratio of roads and public places should be added to the amount of land provided in accordance with urban planning regulations.

In this regard, with a minimal view, the ratio of the area of ​​residential units to roads should be considered equal to 40 to 55 percent. In such a situation, the national housing movement needs at least 50 thousand hectares of land every year with the goal of building one million housing units.

In this regard, according to the latest statistics announced by the CEO of the National Land and Housing Organization, land has been provided for the construction of 1.5 million residential units and the process of providing land for another 1 million residential units continues.

In this regard, according to the submitted reports, the provided land in one hectare unit has been registered as 23 thousand hectares.

According to the performance of the Ministry of Roads and Urban Development in the field of housing construction, with the focus on providing land for facilities and registration from the people, it seems that the fulfillment of the President’s promise to build four million housing units requires more efforts from the Ministry of Roads’ Deputy Housing and Building Department. With the continuation of the trend of the past one year, it may take a long time to achieve the goal of booming housing production in the country.

In this regard, actions such as the weekly formation of the Supreme Housing Council under the chairmanship of the president can prepare the ground for solving many problems and increase the speed of building the units of the National Housing Movement.
