According to Tejarat News, the head of the Association of Consultant Engineers, Designers and Building Supervisors of Tehran announced the annual decrease in the issuance of building permits in Tehran.
The code of practice for recognizing the competence of designers and supervisors of legal entities that are members of the construction engineering system organization has been a source of disagreement between the engineers included in this code of practice and those concerned in the Ministry of Roads and Urban Development.
According to the statements of the engineers, finally, after many conflicts, the issue of the style book was raised in 1400 in the Court of Administrative Justice, and finally in June of this year, the general board of the Court of Administrative Justice voted to cancel important parts of the announced style book due to legal discrepancies. In such a way that it is practically impossible to implement this policy.
In this regard, Hosseini, a member of the construction engineering system, said: We have specifically requested the relevant authorities of the Ministry of Roads to extend the license of the design and supervision companies included in this code of practice until the end of the year, and finally to prepare a code of practice with the consensus of the members of the engineering community. . Because, on the one hand, the relevant officials need this minimum time to prepare and implement the new style book in order to go through the administrative bureaucracy, and on the other hand, the activity of professionals cannot be stopped any longer due to the lack of the style book.
It is known that, despite the fact that joint meetings have been held between the officials of the Ministry of Roads and the representatives of the designer and supervisory trade association and the promise of assistance has been given to fulfill the aforementioned proposals, the fulfillment of this promise has been delayed.
The follow-ups of trade union activists to hold a meeting with the relevant officials have been unsuccessful so far, and more than 1100 designer and supervisor companies have been closed.
According to our correspondent, investigations indicate that according to Karimi’s recent statements, what the head of Tehran province’s building engineering system organization said, out of a total of 2,000 design and supervising companies in Tehran province, despite the amendments made in the above-mentioned style manual until its cancellation, so far only about 60 The companies have succeeded in complying with the mentioned guidelines, only less than 10 companies have level 1 qualifications and the rest have level 2 and level 3 qualifications, and this itself indicates the flaws in this guidelines.
It should be mentioned that some time ago in this regard, Mahyar Fernia, recalling that in March 2019, the Housing and Construction Deputy, in a notification, gave companies until the end of June 1400 to comply with the new regulations, and stated: Although this policy, due to the existence of contradictions with the laws We criticized upstream, but this issue was ignored.
Referring to the fact that we did not have a law to recognize qualifications this summer, he added: Finally, after many follow-ups from the organizations of the construction engineering system and the road and urban development departments of the provinces, in October, the Ministry of Roads announced an amendment and fixed some defects in the style sheet.
He stated that the Ministry of Housing and Construction has given the companies until the end of this year to comply with the new code of conduct, and clarified that the code of conduct is supposed to reduce the formality of the legal entities of designers and supervisors, but this is the case. Researches show that in this style sheet, the engineering group can use 14 civil engineers, architecture, and electrical and mechanical facilities.
The head of the Association of Consultant Engineers, Designers and Building Supervisors of Tehran, stating that the Ministry of Roads and Urban Development should take the best action as the supreme supervisor of constructions, said: During the last 5 years, the annual issuance of building permits has decreased by 15 to 20 percent in Tehran, last year About 8,000 building permits were issued in Tehran, which shows a decrease of 98 over 1,000 compared to the previous year.
According to a group of trade union activists, this code of practice has put many companies in trouble, because of this code of conduct, more than 1,100 design and supervisory companies have had their activity licenses revoked and left the cycle of activity. Considering the problems raised, the engineers want to hold expert meetings with relevant officials in the Ministry of Roads and Urban Development to solve this problem.
