But considering the lack of buildable land in the country, from what sources have these lands been provided?
It seems that the provision of land for the construction of the units of the National Housing Movement Plan is supposed to be done from the land of national lands and adding them to urban lands and another part of changing the use of agricultural lands. Two methods that have many consequences and have provoked many criticisms.
Converting agricultural land to residential land

Also, in the article 50 of the Housing Chapter of the Seventh Development Bill, it is stated: “The Ministry of Roads and Urban Development, in the implementation of the Law on the Leaps of Housing Production, is obliged to facilitate the access to suitable housing, especially for people without housing, in order to improve the quality and quantity of housing through Agreement with the owners of non-governmental lands without residential use in compliance with Article (8) of the law on the jump in housing production in relation to the provision of land for the implementation of support projects for housing construction or the construction of residential settlements by the private, cooperative and public non-governmental sectors with the priority of people’s cooperatives and in compliance with the Ministry’s criteria Road and urban development, including compliance with urban per capita and provision of required infrastructure and superstructure services, as well as other laws and regulations.
Experts believe that the performance of governments in the past decades in the field of allocating ready-to-build land has been regardless of the resources that should be preserved for the future so that the country and the people do not face various resettlement problems. Changing the use of agricultural land to build housing instead of using worn-out fabric is one of these mistakes that will show its effects in a few years.
The problems of annexing national lands to the national housing movement
