Banks avoid paying the third child’s mortgage / Why are the applicants unhappy?

According to Tejarat News, one of the projects that the 13th government has persistently pursued since the beginning of its work is the population youth plan; A plan for the realization of which a number of incentive policies have been considered in various fields. One of these incentive policies includes the donation of loan and deposit facilities, purchase or construction of housing up to 200 million tomans.
This loan will be paid to applicants whose third or more children are born from the beginning of April 2019 onwards. But the new report of the central bank shows that the banks have not shown much desire to pay this kind of facility like other loans in the housing sector.
Banks’ refusal to pay the loan of the third child
Five banks, Mellat Bank, Saderat Bank, Tejarat Bank, Housing Bank, and Post Bank were required to pay 200 million Tomans loans to the third child from the beginning, but the report of the Central Bank shows a strange number of the recipients of these banks.
Based on this, Mellat Bank has provided facilities to only five applicants and Post Bank has paid only 12 loan items for the third child. Three other banks are in the next ranks; Trade 28, housing 109 and export 193 loan facilities have been given to households without housing.
The total payment of these banks amounts to 67 billion 400 million Tomans and this is while the statistics show that the budget of the youth law is 900 billion Tomans. Therefore, banks have used less than eight percent of the total budget for this plan.
Dissatisfaction of applicants with receiving housing loans
Finding a bank that is willing to pay this facility is the first hurdle of the winding road of receiving tehsils for the third child. As observations and statistics show, it is not easy for people to get loans related to the population youth plan.
Applicants for this loan say that most banks are unaware of this circular and some others say that they do not have enough credit to pay the facility despite receiving the circular. Also, the procedures related to its guarantee are another thing that has provoked the protest of the applicants of this loan.
Reluctance of banks to pay housing sector facilities
Of course, the mortgage plan for applicants with three or more children is not the only thing that has caused people’s dissatisfaction.
As reported by Fars, the total amount of facilities that the banks have paid to the persons related to them in the three months ending in Khordad, Shahrivar, Azar and Esfand of last year are equal to 255 thousand and 400 billion tomans, 202 thousand billion tomans, 212 thousand tomans respectively. And it was 100 billion tomans and 95 thousand billion tomans.
These statistics indicate that the banking system has lent more than twice the facilities paid to the National Housing Movement to people related to it!
The status of the National Housing Movement loan is not very clear. The Director General of Housing Economics of the Ministry of Roads and Urban Development says that in the first year of the implementation of the law on the jump in housing production, 360 thousand billion tomans of the National Housing Movement facility and 548 thousand billion tomans were announced to the banks in the second year, but the banks have so far signed about 111 thousand billion tomans of contracts including facilities in Self-ownership, National Housing Movement, Rural Housing and housing deposit have been signed by the applicants.
Also, the statistics show that in the first year, 18% and in the second year, 17% of the legal obligation of the banks in paying the facilities of the National Housing Movement has been realized. In total, the performance of the banking system in providing facilities to the national housing movement was 17.5%.
This process is happening while the 13th government emphasizes the law of population youth more than before and on the other hand considers housing provision as one of its main goals, a goal that we can say has not come even a step closer to its realization. .
