In the latest move, members of the Joint Commission and then MPs in the House of Representatives included the import of 70,000 passenger cars as one of the government’s revenue sources in Budget Law 1401.

However, the presidium of the parliament removed this clause in the last step when the law was communicated to the government. The delegates attributed this to the opposition of the High Supervisory Board in the Expediency Council.

Some members of the Assembly have repeatedly stated their opposition to this issue. Last year, the High Council for the Supervision of the Implementation of the General Policies of the System also blocked the finalization of the parliament’s resolution to liberalize car imports.

Is there no need for a law?

However, some lawmakers believe the issue of imports has been approved by parliament and the Guardian Council, and that the government can implement it. On the other hand, there is the opinion that car imports do not generally need parliamentary approval. In fact, the government can freely import imports.

Tasnim Today, he wrote in this regard: The import of cars was banned by the government itself in June 1997, and the reason was the management of foreign exchange resources. In fact, in the issue of this ban, the issue of supporting domestic production and harming the automobile industry by importing foreign cars has not been raised. Due to this issue, in fact, the lifting of the ban on car imports will be left to the government. Because it has the power to lift the 4-year ban without the need for parliamentary or supreme oversight.

The report states: “The point is that the Expediency Council enters into approvals when there is a disagreement between the parliament and the Guardian Council over a resolution and issue, but such a thing did not occur in the discussion of car imports.”

But is it possible for the government to take action in this regard? Mehdi Dadfar, secretary of the Automobile Importers Association, answers this question in the negative.

The reason for banning the import of cars is a heavy charge

“There is no need for a parliamentary law to lift the ban on car imports, but lawmakers had made this a source of government revenue, and if it had not been removed, it would have a strong enforcement guarantee,” he told Tejaratnews.

Dadfar added: “Given that the reason for removing this article is to oppose the general policies of the system, it is unlikely that the government will find the necessary motivation and will to import cars.” Government officials do not face such a serious charge, and imports are unlikely to be available by the end of the year.

Lack of currency is an “excuse”

The secretary of the Association of Car Importers considered the issue of currency shortage as the only excuse for the current situation and added: “Imports could have been done without allocating dollars.” The problem is that the arrival of foreign cars reduces prices in the market and draws more attention to the high cost and low quality of domestic cars. Some do not want this to happen.

He said: “Now, cars are offered in the Iranian market under the title of ‘luxury’, which are in the category of economic products in the world.” In the meantime, some advertisements for the sale of foreign cars are published in the media, some of which are scams.
