What does the statute say? According to the latest news published in relation to imports, car import has two main conditions, firstly, the imported car must have after-sales service, and secondly, the car import must be done with the transfer of technology. The ceiling for imported cars is 20,000 dollars and it is said These cars are supposed to be imported for the lowest three deciles of the society. Minister Samat said that it is up to the merchant to decide which country to import the car from and he himself decides where to import the car from.
Export of automobile manufacturers in form
But the issue that is still not clear is how it will be implemented, the issue of import in exchange for export and transfer of technology. Some say that with the implementation of this plan, car manufacturers may export and import cars into the country. Is this claim true?
Saeed Madani, the former CEO of Saipa, said in a conversation with Tejarat News: It is unlikely that car manufacturers will be able to import cars in exchange for exports. Because neither the amount of car production in the country is high nor the volume of parts production. But it is not the case that they can export in a formal way. Because the supervision of the implementation of this plan will be high and car manufacturers cannot do this.
But can Iran export cars?
He added: “But Iranian cars are also old and there are no applicants in the markets of other countries.” In the past years, Iran used to export cars to different countries. But due to the sanctions, the arrival of Chinese cars in the market and the aging of Iranian cars, Iran’s exports were also stopped.
Madani further explained: Iran’s inability to compete in foreign markets reached the point where Iran’s exports reached less than 10,000 cars last year. For this reason, it is unlikely that the car manufacturers and parts manufacturers of the country have enough exports to be able to import cars into the country.
The former CEO of Saipa said: “Perhaps car manufacturers can import 50,000 cars in exchange for producing 80,000 to 90,000 cars, which is unlikely to be done considering the current conditions of the country’s car industry.”
Which countries buy Iranian cars?

Madani said: Currently, Iranian cars do not have the ability to compete in the world markets. If the condition of import in exchange for export is implemented, it is expected that car manufacturers will be able to export Iranian cars to some regions in the contracts they sign with foreign car manufacturers. But no news has been published in this regard yet.
How is the export done?
He continued: But it is possible that private sector car manufacturers who produce more modern cars can export cars and in return import them as CBU or CKD.
But if the import is executed as CBU, it will take time. Will foreign cars reach Iran by the end of this year?
Madani explained: The import process will be long and it does not seem that the import will be done in the next one to two years. However, whether or not the implementation of imports will be long depends on the contracts that the country’s automakers sign with foreign automakers. But it is still not clear whether export is mentioned in these contracts or not.
