Islam Karimi: The Shahid Loan Fund is one of the affiliated organizations of the Martyrs and Veterans Affairs Foundation, which has the task of providing good service to the martyrs community, especially the parents of martyrs, spouses of martyrs, veterans and freedmen.

Since the beginning of the 13th government in 1400, Qarz al-Hasna Shahid loan fund has been making monthly loan payments to those self-sacrificing communities that are members of the fund.

With the approval of the management of the Martyr Foundation and the affairs of martyrs, the measures adopted and the strategic and favorable management of the fund, a research study was conducted with the aim of strategic management in order to provide services to the martyr community and gain satisfaction from the target community.

Based on this study, loans are paid weekly. That is, as soon as the loan application was registered in the provinces, the summary file and the loan payment process were paid to the applicants from 48 hours to 72 hours.

In fact, in this two-year period, we have seen an acceleration in payment and an increase in the amount from 30 million tomans to 50 million and finally 70 million tomans.

In fact, training, knowledge sharing among colleagues across the country, personal development and scientific measures that took place in the fund increased the satisfaction of the volunteer community with the Shahid Loan Fund.

According to statistics, nearly 322,000 people are active members of the Shahid Loan Fund. Since the beginning of the 13th government in 1400, the fund has provided services to more than 210,000 people of this population and has paid more than 7,900 billion tomans in loans.

The most important thing that has happened after the presence of Dr. Ghazizadeh Hashemi in the Martyr Foundation and the affairs of martyrs in the past two years is the satisfaction of the martyr community with the services and activities of the Shahid Loan Fund. In such a way, this satisfaction has been expressed to him by the target community in all the provincial trips of the Foundation.

What has been the most important challenge facing the activity of Qarz al-Hasna Shahid loan fund and what measures have been taken to solve them?

Islam Karimi: The Shahid loan fund had three major challenges. The first challenge; Due to the increase in the cost of living and the economic conditions in the country, we should have increased the loan limit by obtaining permission from the Central Bank in the first step, and finally with the comprehensive support of Dr. Ghazizadeh Hashemi and the follow-ups, the loan limit increased year by year. Found.

The second challenge; Every year, the first increase in the salary of the self-sacrificing society was deposited in the members’ deposit in the Karzah al-Hasna Shahid Fund in May, which totaled 300 to 400 billion tomans. In fact, this action is done so that the members of Qarz al-Hasna Shahid can receive the loan limit.

It should be noted that according to the statutes and instructions of the Central Bank, the loan payment limit in the Qarz al-Hasna Shahid loan fund must be three times the deposit of the applicant.

Of course, due to the non-deposit of the first increase in the salary of the self-sacrificing community to the Qarz al-Hasna Shahid loan fund and the increase in the queue of applicants, the payment of the loan limit was not implemented for two years. That means, despite paying off the previous debt and registering a new application, the applicant must wait in the queue for two months. Islam Karimi: Every person enters an organization with a management model and according to his plans, designs for that organization, and finally consultants and assistants help to implement this plan and organizational model.

By attending the Martyr Foundation and the affairs of martyrs, all people take actions in accordance with the views of Imam Rahel (RA), the Supreme Leader and President of the time and with the aim of serving the martyr society, the most important of which is to promote the culture of sacrifice and martyrdom and the satisfaction of the society. The goal is done in good faith. To what extent these measures have been effective and have resulted in the satisfaction of the target community needs to be investigated.

What is important today is that we should know the needs of today’s society due to the drastic changes in the world. Moreover, in the new management of the Martyrs and Martyrs Foundation and with the planning of Dr. Ghazizadeh Hashemi, it has been decided that with a strategic and favorable management, the current and future needs of the martyrs community will be well answered and the culture of sacrifice and martyrdom will be promoted according to the opinion of the supreme leader of the revolution. . Therefore, today, the goal of all forces and organizations under the Shahid Foundation and the affairs of martyrs in working groups and committees are these two key things.

One of the most important slogans of last year is the slogan “We can”. In line with this slogan, what capacities are there in front of the Martyr Foundation and the affairs of martyrs, especially the Shahid Loan Fund?

Islam Karimi: The slogan “We can” is the result of the thinking of the leaders of the system, including Imam Rahal (RA) and the supreme leader of the revolution. In fact, the origin of this thinking is knowledge and science. Because this keyword is present in all the speeches of the Supreme Leader. By the children of this border and land, we were able to appear successful in all areas that the world thought we were dependent on. Structural changes have been made in the Martyr Foundation and the affairs of martyrs with the aim of turning the Martyr Foundation into a strategic organization, and this is being done using the knowledge of experts. We must bring knowledge production, innovation and creativity to our target society with the motto “we can”. By observing our young people in organizations, we realize to what extent these young people are scientifically up-to-date and can contribute to the progress of the country. Therefore, we think that a good leap will happen in the country soon.

So far, Qarz al-Hasna Shahid has presented a performance report to the people and the target community?

Islam Karimi: Qarz al-Hasna Shahid Fund is one of the organizations that is in real-time contact with the target community. Because by creating the site, we designed a glass room so that what I see as the CEO and member of the board of directors in the fund can be seen by the target community, such as martyr and self-sacrificing families. Performance reports are presented to the public on a monthly basis or on special occasions in the form of press conferences. In Qarz al-Hasna Shahid, all managers must meet weekly with the families of martyrs and martyrs who are members of the fund, and they must submit these reports weekly to the Central Bank and monthly to the Martyrs and Veterans Foundation in the form of an operational plan. . The most important keyword of Qarz al-Hasna Shahid loan fund in this topic is communication with the target community, and activity reports are uploaded directly (several times throughout the year in the form of reports and momentarily in the glass room of the site).

Considering that being popular is one of the slogans of the government, what measures has the Martyrs and Veterans Affairs Foundation taken in order to make things more popular?

Islam Karimi: During the new presidency of the Martyrs and Martyrs Foundation, new positions were defined in line with the people in order to increase the communication with the target community and the people. But the most important point in popularizing the foundation is to gain the satisfaction of the target community. In fact, the target community should be our partner in decisions. That is, by providing a space, we should provide the audience’s presence in decision-making. At the Martyrs and Veterans Foundation, we tried to share the type of our service process with the target community by creating a system of suggestions for employees and people. Therefore, any proposals of the target community that can be implemented are considered in the implementation system and a reward for the proposed person. Martyrs and Martyrs Affairs Foundation always tries not to act with one voice and to use all the people who have information and knowledge in this field.

What are the future plans of Qarz al-Hasna Shahid loan fund for the target community?

Islam Karimi: The management of Qarz al-Hasna Shahid Fund is based on research. That is, in the planning and development department of the fund, future actions and plans are examined, monitored and researched. In this department, research is carried out in various fields and we take actions based on this view and output. In fact, the origin of all the activities of Qarz al-Hasnah Shahid Loan Fund is based on research. Qarz al-Hasna Shahid loan fund has not been connected to the Shatab network so far, but with the actions taken, this fund will be connected to the Shatab network by November, in which case we can offer loans to more people by providing quality and better services. We do not have financial resources. For example, we can pay loans in the shortest time and cost and with the highest level of satisfaction. Today, the main focus of the Shahid loan fund is on promoting the culture of self-sacrifice and martyrdom, promoting the culture of loan and the high satisfaction of the target community. Of course, according to surveys, more than 90% of the target community has seen sufficient satisfaction with the performance of Qarz al-Hasna Fund, but by announcing an apology to the few percent of the target community who are dissatisfied, we must try to make this percentage of satisfaction reach the highest possible level. Of course, the complaints are not related to the activities of the fund and are related to regulatory organizations. For example, complaints regarding the loan limit are not related to Qarz al-Hasna Shahid Fund and are decided by the central bank. Of course, measures have been taken to resolve this dissatisfaction and complete the loan amounts. In such a way, we placed the administered funds in two banks so that people who have complaints about the amount of loans paid by the Qarz al-Hasna fund can benefit from other Qarz al-Hasna loans by introducing them to the operating banks.

With the beginning of the new government, we launched a unit in the Qarz Al-Hasna Shahid loan fund called the customer unit, which is very helpful to us, and until this moment, more than 150,000 people were in contact with our customer affairs number. In fact, during this call, the requests were registered and the problems of the target community were counted and resolved. According to statistics, since the beginning of the year, more than 44,000 calls have been made only to the headquarters, and without a doubt, communication with the target community is one of the most important events that happened in the 13th government, which has been done in the direction of becoming more popular and serving.
