Yazd Province Housing Council, according to a resolution to cancel apartment building, has decided in the National Housing Movement Plan that this plan will be built in the form of villa units in the province and will be available to applicants.
Applicants who have already chosen apartment projects will be the last people to receive their units in this plan.
Where did the national movement plan start?
More than a year ago, that is, at the beginning of the 13th government, it was promised that one million housing units would be delivered to the applicants in each year of the four-year term of Ebrahim Raisi’s presidency. The Ministry of Roads and Urban Development was announced as the trustee of this plan, and about 5,300 applicants were able to register for it.
All this while now that the first year is almost over, no units have been delivered to the national housing applicants. In the meantime, after more than a year has passed, only news about these units is heard!
New housing support package
In recent weeks, the government announced that it is going to prepare a new support package to advance the national housing movement plan.
Based on this, a number of state-owned banks were supposed to increase their capital, of which Bank Maskan’s share was 10 thousand billion tomans (from the sale of shares of state-owned companies).
Ali Askari, head of Maskan Bank, said in relation to the new support package for the National Housing Movement: the sale of shares of state-owned companies will begin, and with the increase of capital from this place, the speed of payment of facilities will increase. The government has designed the new package relying on the capital market, but currently the stock market is not ready for this volume of financing, and due to the bitter history of offering government shares, people do not trust buying these shares.
Supply of villas
In another measure, the government decided to hand over a number of semi-finished villas to the people in some cities so that the people themselves could complete them. However, it has not been determined to what extent these houses will be built by the government.
In addition, the government does not seem to have enough land in all provinces to build villas, and this itself may cause some kind of discrimination.
On the other hand, most of those who register for this project are from low income deciles and it is not clear how many of them will be able to complete these houses.
Criticisms were still raised about these cases, the government spokesperson said in an interview that the responsibility of building housing was never the responsibility of the government and it is the people themselves who should build the national housing. But now Ebrahim Raisi has said in the initiation ceremony of the villa housing project in Yazd regarding the construction of residential units that despite the delay in the construction of one million housing units, the 13th government is determined to deliver four million new housing units to the applicants by the end of the four-year period.
Problems facing the national housing movement plan
Lack of financial resources is the first obstacle of the government to deliver four million units. The issue of government budget deficit has now caused many problems in various sectors of the economy.
Another problem that can be mentioned is the land problem, which shows itself more in the delivery of villa houses.
Now 300 cities in the country are suffering from water shortage and subsidence, and this is a strong reason for the impossibility of providing land in all cities.
On the other hand, there is also the problem of electricity supply for new houses. The Ministry of Energy is currently in debt to the private sector and it is not clear whether it has the ability to provide or not.
Of course, people have also faced these problems years ago in the completion of Mehr housing projects. Even after 10 to 15 days, some have not received their units despite paying the fee.
Now, despite these conditions, the government has the ability to deliver four million houses, either villas or apartments, by the end of the 13th government period or not?
