According to Tejarat News, on the eve of the beginning of the housing trading season, the applicants of this market are facing the same story every year; Lack of supply and doubling of prices! Meanwhile, the President’s government had promised to produce and supply one million residential units annually to quench the thirst of the housing market and after years this market would experience price balance.
Now, while we are approaching the second anniversary of the 13th government, there is no news about the promised housing construction, nor about the calmness of the real estate market. Meanwhile, the Ministry of Roads claims that it currently has more than one million residential units under construction in the form of the National Housing Movement Plan.
However, the examination of the housing construction process in the form of the national movement plan shows that not only none of the promised units have been delivered since the beginning of the 13th government, but many of them have remained at the same stage of scrapping.
Land use change to fulfill the government’s dream
In one month, the presidential government will be two years old; Meanwhile, the government’s promise to provide one million housing units every year has not been fulfilled and there has been no progress! However, in recent months, the president’s government has tried to insinuate that the national housing movement project is progressing by resorting to its media arms!
Meanwhile, the evidence shows that this project is stuck in the land allocation stage in many areas. At the same time, the project has been stopped at this stage in the areas where the news of pickpocketing has been published in the media.
Note (2) of Article (9) of the Housing Production Jump Law has emphasized that fertile agricultural lands (grade 1 and 2), natural and man-made forests, natural groves, nurseries, parks and forest and pasture reserves, genetic reserve areas, seed production stations , paired watersheds, the range of watershed monitoring and measurement stations, the bed and boundaries of rivers and streams, pastures and migration paths of tribals and four environmental zones cannot be used for housing construction.
However, the Ministry of Roads and Urban Development has grabbed all the strings, including land use change, to advance the National Housing Movement plan, which was heavily criticized by experts from the very beginning. In this way, the lands that could be used for agriculture and the establishment of production workshops in order to create stable employment, are now being converted to residential use, in order to prove their point, they are trying to build housing at any cost. Interestingly, the government has not yet been able to implement its plan with these tactics even on the eve of its two-year anniversary.
Behind the promise of the presidential government
An interesting point to note is that, according to Alireza Jafari, the Deputy Minister of Roads and Urban Development, “the first project of the National Housing Movement with the number of 500 residential units, the construction of which started in June last year, will be put into operation in June this year.” In other words, the government, which claimed to deliver one million residential units every year, has only been able to build and deliver 500 residential units. Jafari also admits that “this is the first package of the National Housing Movement to be opened”.
But the more important point that is taken from the words of the Deputy Minister of Roads and Urban Development is the reduction of the government’s commitments compared to the slogans that were initially expressed by Raisi. The reduction of these obligations is also in clear contradiction with the provisions of the Housing Production Jump Law, which was approved by the Islamic Council in August 1400 and promulgated for implementation in September of the same year.
Article (1) of the law on the jump in housing production has emphasized: “The government is obliged to provide the annual housing needs of the country based on the announcement of the Ministry of Roads and Urban Development, based on studies of the comprehensive housing plan, in urban and rural areas, and to plan and act in some way In the first four years of the implementation of this law, an average of at least one million housing units in the country will be offered to qualified applicants based on the Law on Organizing and Supporting the Production and Supply of Housing and related regulations.
Although Bazarpash, in his vote of confidence meeting by estimating the financial resources needed to build this number of residential units, had implicitly considered this law unenforceable, but at the same time he had emphasized that “there have been many delays in previous years that we must quickly compensate and It is necessary to build one million housing units annually, which is also stated in the law of the parliament. However, the newly arrived minister did not keep his promise and practically did not achieve anything in this field.
Will Bazzpash answer?
The non-fulfillment of Raeesi’s promise to build one million housing units annually was a criticism that was also leveled at the former Minister of Roads and Urban Development in the first year of the government. Rostam Ghasemi was also unable to put this train on its track; Although according to experts of the housing market, this train was defective from the beginning, but these points caused the critics and the parliament to confront the former Minister of Roads and Urban Development and push him to the brink of impeachment.
However, the interesting point is that Mehrdad Bazarpash, despite the inaction of his ministry, still does not face even the slightest criticism from the people’s representatives. During his ministry, except for a few relatively political tweets, he has not provided a report on his performance in recent months.
The most interesting thing is the silence of the MPs in front of him. While last year, the parliament showed high sensitivity towards the performance of Rostam Ghasemi, but this year, in a very different approach, it kept silent and did not even ask the minister any questions. Let alone impeachment and dismissal!
People in the trap of housing crisis
Meanwhile, Bazarpash, in his safe margin, is only busy tweeting that the lack of supply against the annual increase in demand for housing has plunged this market into a serious crisis. Although the Statistics Center and the Central Bank have been silent about developments in the housing market and rising prices since the fall of last year, analysts of this market believe that the average price of housing in Tehran has reached 60 million tomans per meter until this month. With the start of buying and selling in June this year, these prices will increase.
The situation in the rental market is even more critical. Tejarat News’ field investigations show that the growth of rent in Tehran has progressed to such an extent that it has become difficult for people to rent a small apartment in the southern areas of Tehran. Now, with a mortgage of around 100 million tomans and a monthly rent of five million tomans, it is difficult to find a suitable residential unit for a family of three to four people.
This is despite the fact that this year the basic salary of the workers has been announced as around seven million and 900 thousand tomans; It is said that normally, households have to pay one third of their monthly income for housing expenses, which will be about two million and 700 thousand Tomans according to this year’s salary of the workers.
The rising trend of housing inflation
Meanwhile, according to the report of the Iranian Statistics Center, the annual inflation rate increased to 47.6% in April 1402, which is the highest figure in the last 10 years. Also, the point-to-point inflation rate is 55.5%. Meanwhile, the figures related to housing sector inflation, including property prices and rents, are interesting.
According to the latest report of the Iranian Statistics Center, the monthly housing inflation was equal to 1.9 percent. At the same time, point-to-point housing inflation was announced at 39.1%, and annual inflation in this sector reached 33.9%.
An interesting point, however, stands out in the rent inflation section; According to the report of the Iranian Statistics Center, the monthly rent inflation was only 1.8%! Also, point-to-point inflation has been announced at 38.9%. This means that in April this year, people paid only 38.9% more rent than April 1401. While the reality of the rental market is in clear contradiction with these numbers! The Statistics Center has also announced the annual rent inflation of 33.7%.
Although economic experts call the announced numbers nominal and believe that these numbers are much lower than the concrete realities, these numbers also indicate that people are caught in the housing crisis trap.
Meanwhile, the Ministry of Roads and Urban Development, as the custodian of the housing sector, is silent on the eve of the crisis in the displacement season, and in partnership with the parliament, the same repeated and ineffective plans of the past, such as determining the ceiling for rent, taxing empty houses and cases of It prescribes this hand.
Now the question is, will the parliament, in the midst of this crisis, be sensitive to the most important challenge of the people, i.e. the provision of proper shelter, and will Mehrdad Bazarpash be held accountable?
