Accordingly, different countries adopt different methods to obtain accurate statistics and information from their community. In this regard, the general population and housing census is one of the old methods of obtaining the information needed to plan the country’s managers as well as researchers. Due to the costs of the general census, this type of census is performed at certain intervals.
* The need to hold a 5-year population and housing census
For the first time in Iran, a general census was conducted in 1335, and until 2006, a nationwide census was conducted at intervals of ten years. Of course, the history of the census in the cities of the country dates back to 1246. Accordingly, due to the need for more up-to-date and also more realistic statistical information, the time period for conducting the general census was reduced to five years with the approval of the Cabinet in 2007.
Experts at the time considered the need for faster census information to be the main reason for the 5-year census, and supported the government of the time. In other words, the need to obtain information had become an integral part of the country’s policy-making space due to the acceleration of change.
For example, with the introduction of technology into people’s lives, the process of social and economic developments accelerated, one of the results of which is increasing the age of people and changing the population pyramid in the country due to improving public health and access to health services. Brings the country.
On the other hand, due to changes in the type of income generation and changes in housing construction and demographic composition, the old statistical data no longer help managers and decision makers and it is necessary to update the statistics.
* The great blow of the Rouhani government to the country’s database
In such circumstances, when all the events announced the necessity of holding statistical censuses as soon as possible, we were supposed to witness the holding of population and housing censuses in the country after 2016 in 1400. Suddenly, the census was not conducted by Hassan Rouhani and was postponed to 1405.
Accordingly, on May 15, 2016, while the country’s expertise was waiting for the order to start the 1400 census, it was suddenly determined that the Council of Ministers, based on the law on permanent provisions of the country’s development plans, would modernize the statistical system with the aim of increasing speed and reducing costs. Implementation and reduction of the response burden agreed with the establishment of the “National Headquarters for General Census and Registered Housing” and the previous approval of the Cabinet in 2007 to conduct a general population and housing census was revoked every five years.
Another meaning of this decree was that in 1400 there was no news of holding a census and the most important event of recording the statistics and information of the country was easily postponed as much as possible to the next 5 years.
* Holding a 5-year census in many countries around the world
A review of global experiences in conducting population and housing censuses in a manner similar to Iran shows that this official event is conducted in many countries, such as Australia, Japan, Canada, South Korea and New Zealand, for 5 years.
In this regard, Mohammad Javad Khalesi, a housing expert, said the need to hold a 5-year census in the country: “And they lost their assets to treat the disease.”
The housing expert continued: “Now that the numerous waves of this nasty virus in the country have subsided and its effects on the living and social conditions of the people have subsided, it is necessary for the statistical information of the officials to be updated for new decisions.”
* What were the reasons for not conducting the 1400 census?
According to many experts, the numerous economic and social shocks caused by the wrong decisions of the Rouhani government that entered the society and its effects were clearly reflected in the country’s statistics, was the main factor that prevented the census in 1400.
Experts say that if Hassan Rouhani had conducted the census in 1400 according to the law, many of the 8-year-old mismanagement would have been exposed.
In such circumstances, considering the necessity of holding a census of the thirteenth government, it should take immediate action to prepare the ground for conducting the census from 1400 to 1401 and once again implement the conditions for holding this great statistical event in the country for 5 years.
