“Paying attention to the capacities of the private and cooperative sectors” was the first recommendation of the president to the government officials in the field of job creation, which Raisi emphasized in this regard: looking at the capacities and fields of job creation should be developed. Raisi added: The attitude towards the definition of employment creation should also be changed and not only office work and sitting behind a desk should be considered as a job, but it is necessary to pay special attention to employment in all production areas, including agriculture and industry.
In another part of his speech, the president emphasized the evaluation of the quality of performing the duties of the custodian institutions and the path taken for job creation in recent years and said: it should be diagnosed what are the problems in the way of formulating and communicating the guidelines as well as the process of implementing these directives and orders. It has been so that we don’t fall into the same problems of the past again.
Raisi stated that it is good to present reports and statistics, but we must have a statistical analysis. He clarified: It is more important than stating figures and numbers to investigate the issue of why the performance of some institutions was weak in creating employment, or to investigate how some other Devices are ahead of schedule so that other departments can take advantage of their experiences.
The President considered the approval of appropriations subject to review and stated: We must evaluate what amount of budget we proposed to the parliament last year, how much of it was approved and allocated in the parliament, and how much of the approved and allocated budget was operational.
Raisi added: If the budget is found to be unrealistic, it will definitely have a negative effect on the implementation, and to prevent this issue, care should be taken both in budgeting and in the formulation of guidelines so that there is a possibility of their realization.
In this regard, the president also mentioned the determination of duties for banks, and referring to the banks’ abilities and excuses, he stated: Banks pay many loan facilities that if their financial circulation and ability to pay are not taken into consideration, they will be required to pay the facilities. Raisi considered the financial feasibility of the banks to be very important in determining their task and said: if a bank is unable to pay the facility and we give them a task that is beyond their ability without paying attention to the facts, it will cause pessimism and dissatisfaction in the public opinion.
At the same time, the president stated that no one should be allowed to act against the law, and noted: if a bank was able to pay the facility, but was not paying attention to the notices and did not fulfill its obligations in paying the facility, this violation should be dealt with seriously. In this regard, there is no difference between public and private banks.
Based on this, Raisi obliged the Secretariat of the Supreme Council of Employment and related institutions to urgently compile and finalize the instructions for the payment of employment facilities for the current year, which should be notified to the banks no later than the 15th of June.
The president pointed out that decisions and allocation of credits should be made transparently so that things proceed accurately and quickly.
Referring to the report of the Minister of Cooperation, Labor and Social Welfare on the good performance of the governors in creating one million jobs last year, Raisi considered it the duty of all government departments to resolve the concerns of the people in the field of employment.
In this regard, the president obliged the member institutions of the Supreme Employment Council to follow up the council’s decisions seriously so that important events in the field of job creation and unemployment reduction in the country take place and hopeful reports are given to the people in the upcoming meetings.
In the fourth meeting of the Supreme Employment Council in the 13th government, which is the 85th meeting of the Supreme Employment Council of the country, and the governors of the whole country and the heads of the employment councils of the provinces were also present in the meeting via video conference. In this meeting, the Minister of Cooperation, Labor and Social Welfare also presented a report on the performance of banks in the payment of mandatory employment facilities, as well as the records of the institutions and governorates, in this meeting, which had 6 resolutions to support job-creating projects, skill training, and tasks of the institutions for the promotion of employment.
In this meeting, it was decided that the facilities of the approved projects in the country’s comprehensive system of employment facilities will be paid by the end of July.
It was also decided that the Ministry of Science, in cooperation with the Vice-Chancellor of Science and other institutions, should present and implement an executive plan to eliminate the unemployment of graduates as soon as possible.
In this meeting, the implementation plans of supporting institutions (Relief Committee, Barkat Foundation and Welfare Organization) and Innovation and Prosperity Fund were presented and approved.
According to another resolution of this meeting, the Ministry of Cooperatives, in cooperation with other institutions, was required to implement a special skills training plan for students and survivors of education for the ages of 13 to 18 this summer, and the Central Bank was also required to resolve the legal ambiguity of paragraph b of note 16. The year 1401, which has been extended except for 8 paragraph A of Note 18 of this year, should be resolved within a week after the announcement of the approvals.
It was also decided to increase the resources of support institutions at the provincial level according to the available resources.
