Details of electricity consumption in 31 provinces of the country / Ministry of Energy incentives for low-consumption household subscribers


According to the economic correspondent of Fars News Agency, many household electricity subscribers in Iran are classified in the low consumption category by observing the pattern of electricity consumption, but a small number of household subscribers inflict irreparable blows on the country’s electricity industry by consuming electricity beyond the specified pattern.

According to the statistics obtained from the analysis of the behavior of household subscribers of the electricity industry in the whole country in 1399, 85% of household electricity subscribers use this essential energy carrier less than the pattern of electricity consumption. On the other hand, only 15% of these subscribers consume more than the electricity consumption pattern, of which 11% use electricity up to 15 times the consumption pattern, and with a little modification in the electricity consumption pattern process, they can join the group of low-consumption subscribers.

In this regard, based on calculations made for electricity bills in 1399, 50% of the country’s electricity is used by 15% of the high-consumption minority, of which 84% is consumed in the form of electricity used beyond the pattern.

Due to the heated debates about the consumption pattern, the study of each province’s share of low-consumption subscribers can be considered.

In this regard, according to the statistics obtained from the separate bills of household subscribers in the 3 non-hot months of January, February and March 2016, which is the pattern of electricity consumption equivalent to 200 kWh in normal areas, People in the three provinces of Fars, Kermanshah, Kohgiluyeh and Boyer-Ahmad use 100% less electricity than the set pattern, and 99% of the people of Ilam are low-consumption subscribers.

On the other hand, the lowest number of low-consumption household subscribers has been registered in Qom province with 66% of low-consumption subscribers, and 70% to 71% of people in 5 provinces, Tehran, Alborz, Lorestan, Sistan and Baluchestan and Isfahan are also low-subscribers. On the other hand, home subscribers in the provinces of Kerman, Bushehr, Khuzestan, Hamedan, Mazandaran and Gilan are between 73 to 75% of the total subscribers.

According to the statistics provided by the government electricity decree, which was implemented at the beginning of February 1400 and a week has passed since its beginning, low-consumption subscribers can benefit from significant incentives due to low consumption.

In this regard, based on Article 1 of the said regulations, بهای The electricity of low-consumption subscribers under the auspices of the Imam Khomeini Relief Committee and the Welfare Organization will be calculated as zero.

In addition, according to Note 2 of Article 3 of this regulation, subscribers who in the hot months, reduce their electricity consumption compared to the same period last year or act less than the set pattern of electricity consumption, a saving bonus equal to the cost of electricity supply, including The average cost of guaranteed power purchase contracts from the thermal power plant will be plus the cost of distribution and the cost of fuel.

The important point of this encouragement is that if the savings of low-consumption household subscribers occur during peak hours, the amount of rewards will be doubled.

The third incentive tool of the Ministry of Energy is reflected in Note 4 of Article 3 of this regulation. Where electricity subscribers can benefit from a 5% discount by making it possible to forecast and estimate their electricity amount, and thus benefit from this incentive by specifying their consumption level.

* Moving towards reforming the consumption pattern, aiming to change the electricity tariff system

In this regard, Gholam Ali Rakhshani Mehr, Deputy Coordinator of Tavanir Company, in an interview with Fars News Agency economic reporter, says: “The main purpose of changing the electricity tariff system is to move towards reforming the consumption pattern, and one of the most important tools to achieve this goal is to emphasize attractive incentives.»

Due to this issue, the field of using incentives for all people in 3 provinces of Fars, Kermanshah, Kohgiluyeh, Boyer-Ahmad and other low-consumption subscribers in other provinces of the country is available and electricity subscribers who are classified in the high-consumption minority category are motivated to use incentives.
