Details of free land and housing distribution


According to Tejaratnews, the first meeting of the Supreme Housing Council in the 13th government was held under the chairmanship of Ayatollah Ibrahim Ra’isi, with the topic “How to implement the law on the leap in production and housing supply with the aim of building one million units annually.”

The most important feature of housing construction in the production leap plan is the construction of housing in government areas. Accordingly, the construction of housing in this project will be by eliminating the cost of land. According to the president, “lands belonging to government agencies across the country should be registered in a system, and it is necessary to carefully discuss and resolve possible ambiguities about these lands in meetings with the Ministry of Economy and Finance, with priority given to meeting the needs of the people.”

One of the most important requirements for land acquisition of the Housing Bank in the next three months is the identification of land available for the construction of four million housing units in four years.

In this regard, Rostam Ghasemi, Minister of Roads and Urban Development announced: It is scheduled to complete the Land Bank within the next two to three months. Currently, the situation of existing lands in 1300 cities has been counted and the situation of cities in providing land in road and urban planning departments is under study.

He added: Regarding the lands of other government agencies and centers that are provided in the law and should be allocated to the implementation of the National Housing Action Plan, according to the law, if not announced by the ministries and other agencies, the registration organization will take action and the lands Under the authority of ministries and government agencies, it is dedicated to the implementation of the Housing Production Leap Law.

According to Ghasemi, the governors, as the head of the provincial housing council, should identify the lands within the cities that belong to the government and inform the provincial road and urban development department so that those lands can be given to one to five deciles of the population to implement the housing production leap plan. On the proposal of the Ministry of Roads, the lands of the cities, next to the cities and outside the cities will be included in the city to be used for the construction of housing and the implementation of the law on the leap in housing production.

Registration starts next week

Akbar Nikzad, head of the Housing Foundation and a member of the Supreme Housing Council, said about the details of the housing construction program in the production leap plan: Be.

Nikzad added: “In this project, in villages and cities with less than 100,000 people, where construction is the responsibility of the Housing Foundation, there is no problem in providing land, and only in metropolitan areas do we have problems in providing land.” Provide yourself. If there is a problem with land supply in a city, the land bank will be activated to solve this problem.

He said: “If the people have land, the government will help them by paying for construction facilities, and if the land is provided by the government, it will be a 99-year transfer to the lower deciles.” Of course, the Urban Land Law approved in 1981 also emphasizes the supply of government land for the construction of supportive housing, but the executive bodies have not implemented it for years.

According to a report presented to the Supreme Housing Council, the share of housing costs in the household expenditure basket is 18% in rural areas, about 32% in cities and over 45% in metropolitan areas. This share is higher in Tehran.

Start registration

At the meeting of the Supreme Housing Council, the President asked the members of the council to carefully consider the various dimensions of the new housing plan in the next 10 days. The Minister of Roads and Urban Development announced in this regard: Next week, registration in the housing application system will begin to implement the law on the leap in housing production.

Referring to the process of identifying applicants for housing units, Ghasemi said: “A number of needy people have been identified.” 520,000 people have been identified by national name and number to be covered by the Relief and Welfare Committee, but ultimately registration in the system will determine who can become homeowners according to Form C.

Construction facilities

The law stipulates that 360 thousand billion tomans per year should be provided to the housing sector. According to the proposal of the housing authorities, the provision of facilities of 300 to 350 million Tomans and free services is foreseen. Considering that the construction of housing in the production leap plan is the goal of providing housing for one to five deciles, reducing the final cost of housing supply in this plan is considered.

Referring to this issue, the head of the Housing Foundation said: the amount of construction facilities in the construction plan of one million houses per year has been determined, but it has not been approved by the government yet. The decision is scheduled to be finalized and announced next week.

He added: “According to the housing production leap program, the construction of 400,000 units out of the total annual construction of one million houses is the responsibility of the Housing Foundation.” Of these 400,000 units, 200,000 are built in villages and 200,000 in small towns. 2.5 million rural housing units have been renovated since 1984, and the renovation rate has now risen from 10 percent in 1984 to 50 percent.
