Mahmoudzadeh explained: The terms of the memoranda are generally the same; The memorandum between the Ministry of Roads and the Ministry of Guidance is in line with the general conditions that all applicants must have. The only difference between the memorandums is that the relevant agencies provide more special assistance to provide the homeowners with better housing conditions, but the fact that they are eligible does not mean that they are eligible.
