According to Tejarat News, the Director General of Roads and Urban Development of Tehran said: There are 500,000 empty houses or under construction in Tehran province, which should be taxed.
He added: Those who do not register their property in the National Housing System in the next 10 days will be subject to tax on empty houses.
The Housing Council of Tehran Province is determined to force its owners to pay taxes by identifying vacant units. But in the meantime, it should be seen how enforceable this issue is and what plans the Ministry of Roads and Urban Development has in this regard and how far the implementation of this law is possible and can break the prices in the rental market.
Khalil Mohabbateh Khah, Director General of Roads and Urban Development of Tehran announced the determination of the Housing Council of the province to identify vacant units and said: Ministry of Roads and Urban Development is based on the registration of citizens in the National Housing and Real Estate System of the country, as well as receiving information from service providers and municipalities. provided information to the tax affairs organization to force the owners who have empty houses to pay taxes.
In response to the question of how to prove that a house is empty, Mohabbateh Khah said: We have set the basis of water, electricity and gas consumption and asked the service organizations to identify those who do not have normal consumption. We also determine which houses are empty by checking consumption and other data we have.
He continued: On the other hand, those who are not registered in the accommodation system are included in the list of empty houses. Of course, we have set a deadline of 10 days for the owners of empty houses to complete their registration. It is also decided that the municipalities of Tehran province should submit the statistics of their cities to the governor, and the governor of Tehran has set a deadline of 10 days for this issue. We have done the necessary checks on those who have uploaded their documents in the accommodation system, but those who have not uploaded the necessary documents should know that the consequences are at their feet.
Mohabbateh Khah emphasized: If someone does not register his information, we assume that his house is empty.

This law has been implemented for two years and it is getting more complete every year. Since last year, the tax organization has been collecting taxes from empty houses, and if you visit the tax organization, you will see that there are many clients who say that their houses are not empty and object to the tax collection. Usually, these people are among the category that are not registered in the accommodation system.
Addressing the owners of empty houses in Tehran and 48 cities of Tehran province, Mohabbateh Khah said: the government is determined to identify empty houses in order to organize the rental market, and in this way, from the statistics of municipalities, the comprehensive real estate and accommodation system, service providers and other related devices. uses and data and information between these organizations are monitored and reviewed. A common system is supposed to be launched between these devices.
