Does the clearing of crude oil for the construction of national housing/government change the use of agricultural land?

According to Tejarat News, the National Housing Movement is a project that the President’s cabinet mentioned at the beginning of its work. This government pledged to build one million housing units throughout the country and deliver them to the people during the current four-year period.
Of course, in the first year, it became clear that the idea of building these units was lame. The government did not have enough funds to build these residential units; A problem that he is more or less facing even now.
On the other hand, the price offered by the government to the private sector was not reasonable and cost-effective, and this made mass builders unwilling to enter the national housing movement in these two years.
In the meantime, the government decided to entrust the construction of these units to Chinese contractors in exchange for oil clearance, a news that was initially denied and finally confirmed by a member of parliament.
Now, after more than two years of the President’s government, the new officials are struggling to build national housing units. In the recent meeting of the Minister of Roads and Urban Development with mass builders, it has been agreed that the national housing units will be built in a cooperative manner.
The challenge of the cost of building national housing
Today, Hassan Tizmagz, the representative of the Minister of Roads and Urban Development, has announced new details in this regard. In an interview with Mehr, he said: The cost of residential units is one of the most important issues of housing construction. It is not yet clear how much this price is, it is talked about from 6.8 to 18 million and we have to think about this problem.
He continued about the participation of the private sector: the government strengthens the participation of the private sector, which plays a fundamental role in the construction of residential units. We say that we provide the land as the Ministry of Roads and Urban Development so that the private sector can build housing with our participation, we give points to this sector, and in contrast to the houses of the national sector, they are delivered to the people at full price and conventional profit.
The problem of lack of land for construction
Another problem faced by the government during the construction of national housing units is the problem of land supply, especially in big cities.
Tizmaghz has also explained about this: Every land we acquire faces the problem of agricultural and environmental jihad, and we must think about this issue and change of use.
He stated: The land was cleared along two angles. The first case is the land that was considered for production and did not have the ability to build the national housing movement plan; We handed over these lands to the private sector so that in exchange for money, they would hand over the built residential units to the government.
Referring to the second case of land clearing in housing construction, he said: the land is given to the investor for construction, so that the investor can build residential units, and according to the agreement, the contractor’s fee is paid from the built residential units.
In the meantime, it should be emphasized that changing the use of agricultural land and the environment is an anti-environmental measure and can ultimately have harmful consequences for the agricultural industry. Experts believe that the government should look for a new solution in this regard, such as high-rise construction.
Oil exchange against the construction of national housing units
As it was said, the government had made an agreement with Chinese companies regarding the construction of housing last year, but it remained silent last year and after the publication of the news. Now, Tizmaghz has stated in this regard: In order to complete the four million residential units promised by the president, foreign companies also came to work for construction, and in exchange for housing construction, we made a crude oil clearing agreement.
It seems that the government has finally realized its inability to build units of the National Housing Movement; For this reason, it has decided to provide the conditions for mass builders to enter this project, and on the other hand, it has discussed the clearing of crude oil with foreign countries for the construction of units.
