On the sidelines of the issuance of the first electronic marriage certificate for two young couples, Seyed Sadegh Saadatian said: The goal of the transformational program of the judiciary in the department of issuing the electronic marriage certificate is to facilitate services and provide correct services to the people. The country’s property and documents registration organization has changed the marriage registration process from traditional to electronic.

He added: In line with the transformational plans of the judiciary and the order of the head of the document registration organization, also on the occasion of the birth of Imam Hassan Asgari (AS) on November 2, 1402, a decree was issued to remove marriage registers across the country, and today, November 3, 1402, this plan was implemented in 2,500 offices. The official marriage of the entire country was implemented at the same time.

The Deputy of Document Affairs of the country’s Deeds and Real Estate Registration Organization said: The first electronic marriage document was designed taking into account the relevant software bugs, and today the first electronic marriage document was issued and converted to an Iranian couple.

Referring to the policy of the document registration organization for the electronicization of documents, he continued: The electronicization of the marriage document has been implemented because the marriage registers had damages and problems. One of the problems is related to the printing of marriage booklets, because these booklets are printed with special papers in the government printing house. Also, buying paper and transferring these notebooks to 2,500 marriage offices across the country brings problems and sometimes there is a possibility of their loss, theft, forgery and misuse.

The Deputy of Document Affairs of the country’s Property and Deed Registration Organization said: With the physical removal of the marriage book, the problem of forgery will be reduced to zero, and we will no longer have mistakes in the marriage documents, especially in the sections of Sadaq and the details of the couple.

Saadatian stated: By making the marriage registration system electronic, disciplinary and possible violations by the notaries will be prevented and administrative health will be improved in this department. Also, by removing the marriage registers, the entry of forgery cases in the marriage registers section is removed.

He continued: The implementation of this plan will facilitate people’s affairs, save costs, make marriage document formats available and identical, reduce law enforcement violations, and prevent all types of forgery in marriage documents.

The Deputy of Document Affairs of the country’s Deeds and Real Estate Registration Organization said: The output of the electronic marriage document is in the dimensions of A4 paper and a single sheet and has a unique identification code. Couples can access the information and specifications contained in the electronic marriage document by referring to my registration system based on the national code and unique ID. Also, the devices that want to verify the authenticity of these documents when needed can view the text of the document and verify its authenticity.

Regarding the method of receiving bank facilities through the electronic marriage certificate, he said: Correspondence and directives will be made with the central bank, and from November 3, 1402, it is prohibited to present a marriage certificate to obtain a marriage loan, and banks must be registered in the system to verify the authenticity of electronic marriage documents. I will refer and there is no need to carry the marriage certificate anymore.

He added: With the implementation of the electronic marriage certificate, we are actually witnessing that the information of the parties to the document is loaded and entered in the registration system in a completely intelligent and mechanized manner.

The Vice-Chancellor of Technology Development and Electronic Registration Services stated: Couples can refer to my registration system to see the information related to confirming the authenticity of the marriage certificate.

Hashemi stated: To issue an electronic marriage document, we receive fingerprints from the people of the document, and I check these fingerprints online through the Civil Registry Organization so that the identity authentication is complete and finally the document is created. This makes the information of those for whom the marriage certificate is drawn up to be entered in a completely intelligent manner and without applying taste, and any changes and forgeries are prevented.
