Regarding whether this project will be done in the 2-year life of the government, Mansouri said: The construction time depends on the type of design that has not yet been completed. The volume of work and area are important. The type of design that is done also determines the construction time, but we do every part that is related to the government in the shortest possible time. An example was the finalization of the land. This decision was made not a few weeks after the president’s order. The consultant will be selected and designed immediately. After the design is done, we can announce the construction execution time.

Regarding the costs of this project, the executive vice president said: naturally, we cannot give an accurate estimate of the construction cost until the design is finalized. What has been decided will probably not be the source of credit from the public budget. We have to provide this work from secondary routes such as special licenses or routes for benefit clearing. Some private sector investors have also visited. Tehran Municipality is also working.

He added: We may consider a collaborative or intermediate model for the issue. The first step is design. Today, in the meeting, we asked the dear people of Tehran Municipality to suggest the financial model from their point of view.
