Mahmoud Salari said: There are two layers in the field of culture, one of which is the general layer and is considered the sphere of general culture, and the other layer is the specialized institution of the Ministry of Culture and Islamic Guidance.
He added: In the activity of these two layers, if the scope of work of general culture does not reach the work of elites, it will be agreed at the very beginning of the work.

Referring to the different interpretations and meanings of culture, he stated: Along with all the many and varied definitions of culture, cultural work must be done and have an external effect, and cultural activity must be seen.
Salari considered the holding of various cultural and artistic rituals and festivals as one of the ways to make culture visible and in line with the development of public culture and said: At the same time, the more the depth and spirituality of public culture increases, the more the faith level of festivals will be strengthened.

In the final part of this one-day trip, Mahmoud Salari, while attending the closing ceremony of the music of Awai Intezir, referring to the rituals of waiting during the absence of the Promised Mahdi (A.S.), said: Shia history is always associated with martyrdom, and Shiites are always in the time of absence throughout history. The present imam gave his blood to keep this movement alive, and eight years of holy defense and the advance of our warriors to martyrdom is one of its clear examples.

The deputy of artistic affairs considered art to be one of the best means of promoting the culture of waiting and martyrdom and said: With the language of art, we can produce valuable and magnificent works that have a great impact on the society and will last forever.

While appreciating the representative of the people of Benab in the Islamic Council and the organizers of this festival, he valued the presence of the artists and judges present in this festival, which was decorated with the sound of anticipation, and considered the training of concerned artists as one of the signs of great art and said: the flourishing of the generation The young people are in this presence and accompanying the elders to protect the high culture of this land.
