Grossi: Most of the IAEA inspections have been carried out in Iran

According to IRNA on Monday, Rafael Grossi in an interview with CNN stressed the need for a speedy resumption of talks with Iran, expressed hope that he could travel to Iran soon and again with the relevant officials of the republic. Islamic Iran should have talks.
In part of the interview, Grossi called Iran’s move to deactivate 27 surveillance cameras at the nuclear facility “worrying” and said that it would be difficult to reach an agreement with Iran without the IAEA having access to sufficient information about Iran’s nuclear program.

CNN: Is Iran’s action to cut off the IAEA surveillance cameras the end of the additional surveillance measures that Iran agreed to as part of the nuclear deal?
Grossi: By itself, no, but it is very close.
CNN: What is the current stage of Iran and what are its plans?
Grossi: We have many tools to verify Iran’s activities in a number of areas related to Borjam.
(After referring to the Agency’s surveillance tools, including cameras and other online systems aimed at gaining access to monitor Iran’s activities) The parties must have a basis, that is, the amount needed to know what Iran has or does not have in order to be able to confirm it.
If this stage is not reached, it is technically impossible to reach an agreement. You can have an agreement based on ignorance (lack of access to information) which I do not think will happen. That is why we say that this is a very serious issue and it certainly has consequences.
CNN: If the IAEA can not guarantee the continuation of information about Iran’s nuclear program, can you carry out the verification and monitoring process of the IAEA?
Grossi: We are not able to work based on audio information. I do not think you can make a good deal on a shaky foundation. So this is not feasible.
But hopefully there is a chance to do that. In a news conference with the Board of Governors, I said that we should have a dialogue with Iran. We must do this immediately. We have to fix the situation. They know that the agency is ready to do that and it’s up to them.
CNN : A spokesman for the Iranian Foreign Ministry has stated that all this is due to short-sightedness on the part of the United States and the European Union. A spokesman for Iran’s foreign ministry said in a tweet earlier that the United States and three European countries were pursuing short-sighted intentions beyond the International Atomic Energy Agency (IAEA) to advance a resolution based on miscalculation and misinformation against the country with the most transparent nuclear program in the world. Mr. Grossi, can you make it clear that Iran is a country with the most transparent peaceful nuclear program in the world?
Grossi: Iran may be the country with the most inspections. This is true. But this is commensurate with the activities that they have. This is also a function of the nuclear deal and is also partly a result of past records. We do not have time to get into this now. But this is a shaky record with heights and heights and sections that have not been in line with their commitments. This is a thing of the past.
We want to look to the future. We have a problem now. The problem we have now is that we need special information and they (Iran) do not give us this information.
I have no opinion on whether Iran or others comment on the resolutions or not. There is a definite problem. The problem is that Iran has not answered some of the IAEA questions. The problem is that Iran is now restricting it instead of increasing cooperation with us.
So we say that this situation is moving in the wrong direction. At the same time, I would say that although this is a very serious step in the wrong direction, there is still time for diplomacy. There is still time and opportunity to sit at the negotiating table and try to make up for what happened before.
CNNYou recently visited Israel. Do you think that the trip to Israel has worsened the situation in relation to Iran and has been influential in the calculations leading to Tehran’s action today?
Grossi: I do not like such an analytical method. If I were to negotiate with individuals based on third parties and their possible reaction to my actions, I would not be able to play the role of director general of an international organization. Of course, I think the views and opinions are quite correct. Importantly, my work is towards individual countries, including Iran, and its compliance with its legal responsibilities and obligations. There are big problems if we make serious and difficult political decisions based on meetings, opinions, quotes or views. So what we need again is work on issues, and Iran knows very well what to do.
CNN : You say that Iran has three to four weeks. If this deadline expires, a deadly blow will be dealt to the agreement. Do you think that another month this crisis will enter a new and unknown space? If so, what are your worries about the future?
GrossiI must say that my estimate is not a political one but a technical one. My estimate is based on the approximate amount of time we can not access this type of information. In other words, the amount of time we can watch the centrifuges spin and continue to produce or watch the centrifuge build and assemble while we have no control over it.
CNNWhat would you think if they did these things without verification?
Grossi: More or less, we are able to rebuild. We can rebuild what happened. But these plans are things that you do for a relatively short time. You can not work for months without access and information and then probably say that this amount exists. That’s why we say we can manage up to three or four weeks. Therefore, this is not a political position and it is the technical evaluation of the agency, but we leave it to the politicians.
CNN : But this is a very important issue. You say you need monitoring to verify what is happening. If you can not carry out the monitoring in these three or four weeks, you are worried about what Iran’s nuclear program will achieve. I am right.
GrossiThe point is, I’m worried I could not confirm what they have and what they should not have.
AndersonAre you currently negotiating with your Iranian counterparts or are you planning to travel to Tehran?
Grossi: I hope I can do this. I hope so. This is what we are trying to do and we have tried to understand what we mean in every possible way. At the same time, we say that this moment, when it has already begun, is an opportunity that should be used to the best of our ability.
