But now the provision of many licenses has been entrusted to the provincial administrations.

Zarghami mentioned the problem of campers as an example and said: For example, a camper wants to go from one city to another, he cannot because he does not have a traffic permit. We held a special meeting with the police force and a detailed memorandum was signed between the two institutions. Currently, we give specific license plates, and if each of the campers has that license plate, they can travel not only in Iran but all over the world.
The Minister of Cultural Heritage said: Culture and Communication Organization has cultural advisors in the world, they have missions that all of them can be our managers. We have to work with the audience of each country in their own language. We have capabilities. Cultural consultants who always do a specific task with the meetings we held, now they have also become our managers and the agencies of that country hold meetings and try to bring tourists to Iran.
Zarghami said: domestic tourism has many benefits because it causes the distribution of wealth. But in the field of foreign tourism, all types of applicants were applying for the resumption of tourist visas after Corona. The government was worried for some reasons. They said not to talk about it. The borders were closed for 20 months. When I explained at the Corona headquarters how to host foreign tourists, they resumed the tourist visa. For this reason, nearly three million foreign tourists have entered the country. Of course, according to the World Tourism Organization, the tourism industry will return to the pre-corona era by 2024. I think we are moving faster.
He added: “Our infrastructures have serious problems. We had many meetings with the ministries to solve the infrastructure issues.” For example, marine tourism is one of the important fields of our work. We have many beaches, but they were not used. But we followed up until they were given subsidized fuel. I believe that we should launch marine tourism during the Qatar Games. Kish is the only place that has a berth suitable for large cruise ships, but it is still not possible to dock these ships on these beaches. Does our infrastructure or ports have this possibility? no
Zarghami said: Our other action was that some works were stopped. For example, they said that if a foreign tourist comes to Iran, his domestic plane ticket should be calculated in dollars, which was wrong. They didn’t go under the load until I invited the head of the airline organization and we talked about it. He said, “I will cancel the decree tomorrow. I still feel that the airlines have many problems in terms of prices, and some of them do not implement the decree.”
The Minister of Cultural Heritage said: All the hotels in our country are less than the hotels in Istanbul. In the UAE, 35 5-star hotels were recently opened, adding 12,000 rooms to their capacity. But what about our country? Currently, we want to open 364 projects in the government week with 11 thousand billion tomans of capital, but not all of these funds should go to star hotels. People need all kinds of accommodation centers.
Investors should know that the state of the government is good for providing facilities
Zarghami stated: We have given 3,700 billion Tomans of loans under Note 18. We are among the three institutions that have been able to perform well. In all areas that investors need, I must say that our situation is good in terms of providing facilities, and the government supports us.
He added: We felt that the statistics centers presented these statistics differently for some reason, but this work became systematic. Nothing can be presented as a definite statistic, and for example, say 40% of people cannot go on a trip. Everyone should be able to travel. Now that tourism is the right of all people, even the lower class of society should travel. For this reason, we tried to operate in the field of cheap tourism. The agencies should tell in a specialized way if someone wants to come to Tehran from Hamadan, by which means, for example, by bus or rail, can he go to guest houses that are cheap and maybe have a small capacity at the disposal of guests during the days of the year. But with consultation, it can operate throughout the year. These agencies should be activated.
Zarghami said: At the beginning of this year’s holiday, 5-star hotels were full of passengers, and other hotels were 60% full. In the past, Tehran’s accommodation centers were only 10% full on average during the holidays, but this year this figure has changed. We were facing a travel tsunami in many places, that’s why we introduced alternative cities and those cities were filled immediately. We also used the capacity of imamzadehs and mosques.
He pointed out some of the problems of this ministry and said: Now if we want to put a sign on the road and say that near the city of Qazvin, for example, there is Alamut Castle, we cannot. Rural problems will not be solved overnight with this historical backwardness.
The comprehensive law of the Ministry of Cultural Heritage was written
Zarghami said: One of the promises I made was to write a comprehensive law for the Ministry of Cultural Heritage. This law has been prepared and has been stopped in various government commissions for several months so that more comprehensive investigations can be done, which is the right thing to do.
He said: Some things are not in my power. You have to coordinate between different devices, you have to check what happened in order to slowly understand the implementation process. I have hit under the tables as much as I can.

He also said about the appointment of his managers who were generally transferred from the Broadcasting Organization to the Ministry of Cultural Heritage: My appointments are one of the best marks of our management course. We have about 20 managers in their sixties who have taken high-level responsibilities in this ministry. I believe that along with young people, there should be managers with experience and history to convey good management experience. We did this. For example, Mr. Darabi has been one of the most successful managers in the country. According to many experts, one of the most successful vice-presidents of cultural heritage is the place where Mr. Darabi has assumed his responsibility. I have no complaints with anyone, if he is weak, I will change him after a while. Note 18, if it came to a conclusion, it was the result of Mr. Ohadi’s efforts because he was in contact with many banks and they came to the Ministry of Cultural Heritage because of him and cooperated in this field. Zarghami said: We used expert forces in the provinces. But is it possible for someone without experience to take on an important responsibility?
