Housing facilities to support childbearing / Who gets a house and land?

According to Tejarat News, the new law on family protection and youth of the population, in addition to granting Qarz al-Hasna facilities, also provides housing facilities for families.
As provided in this law, some families with third and fourth children will be provided with housing facilities, but these economic incentives for having children are present while the government is currently planning a housing leap in its plans.
On the other hand, according to the forecast of the Parliamentary Research Center, the government is facing a budget deficit of 307 thousand billion this year. It is not clear from what sources the housing facility will be provided, along with other economic facilities that the government intends to encourage childbearing.
Housing facilities to support childbearing
– Provision of land or residential unit up to 200 meters at the cost price with 2 years of breathing and eight years of installments after the birth of the third child.
– Allocation of 150 million Tomans for a deposit or purchase of housing for a homeless family with a third child with a 20-year repayment.
Possibility of reusing government facilities to provide housing for families after the birth of a third child.
– 25% increase in the ceiling of housing facilities for purchase and construction and forgery for each child and a two-year increase in the repayment period.
– Reduction of construction fees up to 50% for families with three children and up to 70% for families with four children and other discounts.
– Providing funding for the establishment and improvement of married dormitories in all higher education centers for native and non-native male and female students.
Providing 50% deposit for 70-meter housing for students in cities with more than 500,000 people and 100-meter deposit in other cities for students.
Allocating 70% of the capacity of organizational housing to homeless employees with at least three children.
Also, as stated in this law, the transfer of half of the ownership of land or housing unit to the mother is one of the facilities given to mothers.
These facilities are to be granted in addition to the Housing Leap Plan, which provides housing construction facilities for the first to third deciles and rural housing at an interest rate of 5%, for the fourth and fifth deciles at an interest rate of 9% and for the sixth and seventh deciles at an interest rate of 12 Percent is predicted.
