He said: A part of the government’s shares was given to non-governmental organizations and banks, and a part was bought by the automobile manufacturers’ sub-category. The management of these two categories remained in the hands of the government in the shareholding structure of automobile manufacturers. Referring to the details of the shareholding structure in Iran Khodro and Saipa, this industry expert of the Majlis Research Center said: In Iran Khodro, the government owns about 6% of the shares, but about 17% of the shares are held by non-governmental public companies and banks. About 25% of Iran Khodro’s shares have been bought by Iran Khodro’s subsidiaries. Cruise Company has about 25% of Iran Khodro shares.

Ameri explained: The government has about 17% shares in Saipa, and 15% of the company’s shares are owned by public companies and banks, and about 40% of Saipa’s shares belong to subsidiary companies. The discussion of cyclical shares in Saipa is more prominent than in Iran Khodrost. According to this expert, this shareholding model creates serious problems both from the point of view of cyclical shareholding and from the point of view of part maker’s shareholding in the automobile manufacturer. He added: The transfer of these two companies has requirements and prerequisites so that it does not lead to failure and lack of development after the transfer. As long as the discussion of the regulatory structure and governance system is discussed, these two companies will be losers.
