According to Tejarat News, Rostam Ghasemi in the coordination meeting of the National Housing Movement Plan, the subject of the Memorandum of Understanding between the Ministry of Roads and the Ministry of Defense and Armed Forces Support, explained the policies adopted and the measures to implement the National Housing Movement plan.
The Minister of Roads and Urban Development, noting that according to the latest statistics, more than 5 million people registered in the Saman system (National Housing Movement System), described the National Housing Movement plan as a good opportunity for homeless families to become homeowners.
He said: The registration will continue until March 20, and efforts were made to implement the National Housing Movement plan, experiences gained from Mehr housing and the National Housing Action Plan regarding urban planning criteria, climate, plans, observance of bylaws and other issues.
The member of the cabinet of the 13th government continued: “According to the law on the leap in housing production, responsibilities have been assigned to the ministry, including the establishment and formation of the National Housing Fund.” The fund’s income base includes the Mehr Housing credit line and the return of Mehr Housing installments with a forecast of 7,000 billion Tomans for next year. The law also stipulates that all taxes in the field of housing, including sales, taxes on vacant houses and all areas of housing tax, be included in this fund.
Ghasemi explained: According to the parliament, the Ministry of Roads and Urban Development is obliged to sell 20,000 billion tomans of the lands under its control and deposit its resources in the National Housing Fund. It is also stipulated that up to 30,000 billion tomans be transferred from the annual government budget to the National Housing Fund.
He added: “Currently, the statute of the National Housing Fund has been approved by the government and its building and assembly have been formed, and the National Housing Fund can start its work early next year.” The National Housing Fund is a good tool at the disposal of the government and the Ministry of Roads and Urban Development to help build and produce housing. On the other hand, all the expenses that are in the pre-construction law of housing, including paying part of the building permit, paying part of the services of the engineering system and doing the infrastructure of creating a settlement such as school, clinic, police station and other things, are provided from the fund.
The Minister of Roads and Urban Development announced: One of the characteristics of the National Housing Movement is that the lands are provided by the government, while in Mehr Housing, only one million housing units were provided by the government and the rest of the lands were provided by the people and units were built. Also, according to the Housing Production Leap Law, the lands of this project will be provided by the government. Even in cities where there is an applicant and land is not available, land will be purchased, and this is a good opportunity for people to receive housing units at a reasonable price.
800,000 units of the National Housing Movement plan are in various stages of construction
According to the report of the National Audit Office, the National Housing Action Plan had about 11% physical progress at the time of its delivery to the 13th Government. The National Housing Action Plan was integrated into the National Housing Movement Plan and the 13th Government was obliged to Complete the National Housing Movement project and deliver it to the applicants. Currently, more than 800,000 housing units of the National Housing Movement are being implemented and their implementation has begun.
Ghasemi explained: “Approximately one and a half million residential units of land are ready to be loaded, which can also start the construction of those units, in which design, execution and contractor has been appointed.”
Construction of 40 towns and new cities on the agenda
The Minister of Roads and Urban Development, noting that the construction of 40 new cities and towns is on the agenda in the 13th government, said: “Some approvals for the creation of new cities and towns have been obtained.” For example, in the city of Tehran, the city of Kharazmi, the city of Ivanki and a city in the west of Tehran, the town of Ferdows in the south of the campus, whose land use change operations are underway. The creation of new cities in different provinces is also on the agenda, and part of the overflow of large cities will be settled in new cities.
More than 600,000 housing units are being built in new cities
Ghasemi continued: “According to the plans, more than 600,000 housing units will be built in new cities, and the executive operation of 100,000 housing units in new cities will begin soon with the presence of the President.”
He added: “With the agencies that we signed the memorandum of cooperation for housing construction and started working, including the Ministry of Defense and Armed Forces Support, executive operations have begun in about 100,000 units in various sectors and we are trying to reach 500,000 units.” It is a matter of understanding with the Ministry of Defense.
The Minister of Roads and Urban Development said: The Ministry of Roads and Urban Development is ready to allocate lands in areas where the Ministry of Defense and Armed Forces Support does not have land. The Foundation for the Underprivileged is the executive headquarters of Imam Khomeini (as) as collaborators of the Ministry of Roads and Urban Development in the implementation of the National Housing Movement project, which started 40,000 units and their accrual ceiling is 100,000 units. Also, the Foundation for the Oppressed of the Islamic Revolution has started a number of units of the National Housing Movement and some of the grounds have been provided by the foundation itself. Also, Khatam al-Anbiya camp and Imam Hassan Mojtaba (AS) camp have started cooperation in implementing the plan of the National Housing Movement.
Benefit from the capacity of mass builders in the implementation of the National Housing Movement plan
Ghasemi described the use of the capacity of mass builders in the country as a great opportunity to implement the National Housing Movement plan and emphasized: Mass builders in the country have great potential and we insist on using the power of the private sector, including mass builders, in implementing the National Housing Movement plan. To implement the plan, to create a leap in employment and economic prosperity of the country. In this regard, the provinces have been given good powers. There are currently 900 cities with a population of less than 50,000, with the authority to annex them to the provinces.
Ghasemi continued: in the implementation of the National Housing Movement plan, agreements were signed with some foreign countries, according to which the technical knowledge of building industrialization will enter the country. Given that we are currently in the first and second stages of industrialization, while in the developed countries of the world are going through the sixth and seventh stages of industrialization, this is important on the agenda.
He added: “The power of other countries will be used in the introduction of industrial technology, and this does not mean that other countries will build housing for Iran.”
The Minister of Roads and Urban Development also assessed the financial resources of 1401 in the housing sector as appropriate and said: “In 1401, we have bank approvals for 400,000 billion tomans of bank resources.” Also, we have 40,000 billion tomans of deposit resources to allocate to the people. The National Housing Fund is also a good tool at the disposal of the Ministry of Roads and Urban Development.
Ghasemi emphasized: In the Ministry of Roads and Urban Development, we have suitable lands in the country, which are all wealth and are planned to be used for the national housing movement.
