Important signal for the housing market / housing shortage in Tehran!

According to Tejarat News, one of the morning newspapers reported a shortage of new files in East Tehran. Does this mean that prices are likely to rise in the future?
The world of economics has written about this:
The lack of new files in the housing market of District 4, which was introduced as the third busiest area in Tehran last month, is a challenge facing apartment buyers in this area. While housing market transactions are still around the bottom of the recession and have not yet reached the threshold of entering the boom phase (10,000 transactions per month), the supply of newly built apartments in some areas of the city, including District 4, is very small and apparently Builders are reluctant to actively participate in pulling the housing market out of recession.
Real estate agents say builders are concerned about the continuing inflation of building materials and are therefore cautious about entering the housing market and offering completed apartments. However, such a precaution is not among the sellers of multi-year apartments, and as a result, the average age of apartments offered in East Tehran has increased. Of course, there are new units in some neighborhoods that belong to builders who intend to sell individually.
In fact, these builders need cash to start a new project until the debts related to their completed project are settled, and as a result, they have offered one of their total units for sale. Thus, it can be said that if someone is applying to buy a newly built apartment in East Tehran, now is not a good time to look for him and he has a very limited choice.
