Investigating the performance of the Art Credit Fund in the Cultural Committee of the Parliament



According to the report of Arya Heritage, in the meeting of the cultural commission members of the Islamic Council with the CEO of the Art Credit Fund, the performance and problems of this support institution in providing services to people of culture and art were discussed.

At the beginning of this meeting, the CEO of the Art Credit Fund, referring to the goals of establishing this fund, said: The Art Credit Fund was established with the approval of the Cabinet of Ministers in 2002 with the aim of supporting the country’s culture, art and media activists. With the amendment of the government decree in 1400, Quran and Atrat activists also joined the list of members covered by the fund.

He said that one of the most important services of the fund is the provision of social security insurance services and added: Currently, the fund has more than 99,000 members, of which more than 49,000 people have social security insurance services.

Pourahmadi stated: More than 8,000 cultural and art activists have benefited from social insurance services since the beginning of the 13th government. In the nine months of this year, the number of artists introduced by the fund to the social security organization has grown by 11 percent compared to the previous year.

Referring to the provision of supplementary medical insurance services to people of culture, art and media, the adviser to the Minister of Culture said: an important part of the excess costs over the social security insurance tariffs of the insured and their dependents will be paid through the provision of supplementary insurance services. . Providing various treatment plans (hope, peace and prosperity plan), reasonable price according to the type of coverage, payment of an average of 60% of the insurance premium of members (and dependents) from the fund in the form of subsidy, payment of 100% (all) The insurance premium for artists unable to pay is one of the benefits of this insurance.

Pointing to the acceptance of culture and art people from the supplementary medical insurance services of the Fund, he said: fortunately, by providing appropriate services to the insured in the past year, the maximum satisfaction of the members was obtained and witnessed the growth of 38% of the population covered by supplementary medical insurance in the contract of 1401-1402. We are under the contract of 1399-1400.

The CEO of the Art Credit Fund called the significant growth of granting facilities to people of culture and art in the popular government as another of the fund’s achievements and said: with the measures and arrangements made, during the interaction with banks and financial institutions, he witnessed a 290 percent increase in the granting of facilities to members under We are covered. Therefore, in 1400, more than 36 billion Tomans of Qarz al-Hasneh (necessary, entrepreneurial and gratuitous) loan facilities were allocated to 3,000 members. Since the beginning of this year, 4,600 members have been introduced to Amel Bank in order to obtain more than 77 billion tomans of essential loan facilities (without interest). Also, in order to help the covered members who have livelihood and medical problems, about 13 billion tomans of free facilities have been paid. On the other hand, in order to help cultural and artistic businesses, since the beginning of 1401, more than 20 billion tomans of Qarz al-Hasaneh facilities have been allocated to 158 projects.

He called the allocation of loan facilities and the payment of free gifts to the members of the fund with the aim of promoting the culture of marriage and encouraging childbearing as one of the new services of the fund to the members and added: “Shamim and Javan plan became operational from Mehr 1400.” Since the beginning of the implementation of these two plans, 865 members have been granted marriage and childbearing facilities in the form of Jawaneh plan and 406 people in the form of Shamim plan. Accordingly, more than 6.300 million tomans of gratuitous facilities and more than 38 billion tomans of essential loan facilities have been allocated to 1,271 members of the fund in the form of Shamim and Jana plan.

Referring to the damage caused to the art and culture during the outbreak of Corona virus, the CEO of the Art Credit Fund said: Unfortunately, the culture and art sector suffered a lot due to the closure of cultural and art centers due to the spread of the Corona virus in the country. Since the beginning of the popular government, the Minister of Culture and Islamic Guidance has emphasized on the quantitative and qualitative development of the fund’s services and support to the great society of culture and art of the country and solving the problems of this educated class. We are well aware that artists are the country’s greatest social capital and play an important role in cultural and social development. We tried as much as possible to ensure that no request from the members of the Art Credit Fund went unanswered.

In the end, the adviser to the Minister of Guidance added: “In the past year, we have held numerous meetings with experts and activists in the field of culture and art, honorable representatives of the Islamic Council, activists in the financial and economic fields, etc., so that through these meetings and discussions, we can develop a road map.” to draw This meeting was also held with the aim of solving the problems of the culture and art society of the country with the support of the honorable cultural committee of the parliament. The fund seeks to expand its support umbrella throughout the country, and in this way, it needs the support of the government and parliament, especially in the discussion of increasing the annual budget of this support institution.

Strengthening the financial base and increasing the budget of the art credit fund, amending some laws that exist in the way of providing services to artists, holding continuous meetings with the members of the cultural commission of the parliament, etc., including Pourahmadi’s suggestions to the cultural commission of the parliament to facilitate and accelerate the provision of services to the culture and art society of the country was in this meeting.

We hope that by strengthening the financial base of the art credit fund, we will see an increase in the quality and quantity of services and the satisfaction of culture and art lovers.
