Iran, Russia and Turkey (the guarantors of the ceasefire in Syria) issued a joint statement today during the 18th Astana summit in the Kazakh city of Nursultan, the military attacks of the occupying Israeli regime on Syria, Mehr news agency reported, quoting Sputnik news agency. Condemned.

Following the meetings of this summit, the representatives of the Islamic Republic of Iran, the Russian Federation and the Republic of Turkey, as guarantors of the threshold framework, issued the following joint statement:

1. Reiterating our unwavering commitment to the sovereignty, independence, unity and territorial integrity of the Syrian Arab Republic, as well as the aims and principles of the Charter of the United Nations, we emphasize that all must respect and abide by these principles;

2- Tehran, Moscow and Ankara review the latest regional and international developments and emphasize the leading role of the Astana process in the peaceful settlement of the Syrian crisis.

3. We reaffirm our determination to continue cooperating in the fight against terrorism in all its forms and to counter separatist agendas aimed at undermining Syria’s sovereignty and territorial integrity and threatening the national security of neighboring countries, including cross-border attacks and infiltrations. Condemns the increase in the activities and presence of terrorist groups and their affiliates under various names in various parts of Syria, including the attack and targeting of civilian facilities that cause the loss of lives of innocent people, and the need for full implementation of all relevant agreements. We emphasize the north of Syria.

4. Reaffirming the need for continued ongoing cooperation to bring about the eventual destruction of ISIS, Jabhat al-Nusra and other individuals, groups, organizations and entities linked to al-Qaeda or ISIS and other terrorist groups recognized by the UN Security Council while ensuring We emphasize the protection of civilians and civilian infrastructure in accordance with international humanitarian law. The two sides examined the situation in Idlib in detail and agreed to make further efforts to ensure the normalization of the situation there and the improvement of the humanitarian situation in and around the region. 6. We examine the situation in northeastern Syria and unanimously state that achieving lasting security and stability in this region is possible only on the basis of maintaining the sovereignty and territorial integrity of the country. We reject all attempts to create new realities on the ground, including support for illegitimate autonomous initiatives, including under the pretext of fighting terrorism. It reaffirms its determination to confront the separatist agendas east of the Euphrates, which aim to undermine Syria’s unity and threaten the national security of neighboring countries. In this regard, we express our deep concern at the escalation of hostilities and all forms of oppression against civilians by separatist groups east of the Euphrates, including the suppression of peaceful demonstrations, conscription and discriminatory measures in the field of education. We reiterate our opposition to the illegal seizure and transfer of oil and the proceeds related to the fact that it should belong to Syria. We condemn the actions of countries that support terrorist groups, including the initiatives of illegitimate autonomy in northeastern Syria.

7- We condemn the continuation of the Israeli military attacks on Syria, which violate international law, international humanitarian law, and the sovereignty of Syria and neighboring countries, and endanger the stability and security of the region, and we call for an end to it.

8. We reaffirm our belief that there is no military solution to the Syrian conflict and reaffirm our determination to advance a sustainable and practical political process under Syrian ownership and leadership facilitated by the United Nations in accordance with UN Security Council Resolution 2254. we do.

9. The important role of the Constitutional Committee, which was established as a result of the decisive participation of the Astana guarantors and in order to advance the decisions of the Syrian National Dialogue Congress, which was formed to encourage a political settlement of the Syrian conflict in Sochi.

10. We refer to the eighth round of the drafting commission of the Syrian Constitutional Committee, which was held in Geneva from May 30 to June 3, and we welcome the announcement of the round after July 25-29. We want the next round to be held with a constructive approach by the Syrian parties. In this regard, Gere Pederson, as the facilitator to ensure its sustainable and effective functioning, stated his determination to support the work of the Committee through its ongoing engagement with the Syrian parties to the Constitutional Committee and the Special Envoy of the Secretary-General for Syria. Becomes. We emphasize that the activity of the Constitutional Committee must be free of any logistical and administrative obstacles.

11. I declare that in carrying out its duties, the Committee must respect the rules of reference and the principles of work ethic in order to enable it to carry out its duties of preparing and codifying constitutional amendments for the approval of the people and to advance the work. The committee should continue to work in a spirit of compromise and constructive interaction, without outside interference and the imposition of an external schedule, so that the members of the committee can reach a general agreement.

12. We once again express our serious concern about the humanitarian situation in Syria. We reject all unilateral sanctions contrary to international law, international humanitarian law and the Charter of the United Nations, including any discriminatory action by granting exemptions to certain areas which may result in the assistance of separatist agendas. 13. We emphasize the need to remove barriers and increase humanitarian assistance to all Syrians across the country without discrimination, politicization or preconditions.

14. In order to support the improvement of the humanitarian situation in Syria and the progress of the political settlement process, we call on the international community, the United Nations and its humanitarian agencies to provide assistance to the whole of Syria through immediate recovery plans, including reconstruction. Strengthen basic infrastructure such as water and electricity facilities, schools and hospitals, as well as humanitarian demining in accordance with international humanitarian law.

15. Stress the need to facilitate the safe, dignified and voluntary return of asylum seekers and internally displaced persons to their original place of residence in Syria in accordance with international humanitarian law and to ensure that they have the right to return and the right to protection; In this regard, we call on the international community to provide the necessary assistance to Syrian refugees and internally displaced persons and to reaffirm our readiness to continue engaging with all relevant parties, including the Office of the United Nations High Commissioner for Refugees (UNHCR) and others. We announce international specialized institutions.

16. We welcome the successful operation for the mutual release of detainees on June 13, 1401, within the framework of the Working Group on the Release of Detainees, Abductees, Delivery of Bodies and Identification of Missing Persons. This operation confirms the willingness of the Syrian parties to strengthen mutual trust with the help of Astana’s guarantors. The operation also reaffirmed the determination of the Astana guarantors to increase and expand cooperation under the Working Group, which has proven to be a unique mechanism of effectiveness and the need to build trust between the Syrian parties. We agreed that the scope of future operations for the release of detainees should be further increased and that the working group’s activities should be extended to the delivery of bodies and the identification of missing persons. We also considered the passage of the General Amnesty Law by the Syrian government to commit terrorist crimes before April 30, 2022.

17. We appreciate the participation of the Jordanian, Iraqi and Lebanese delegations as observers of the Astana Framework, as well as representatives of the United Nations and the International Committee of the Red Cross (ICRC).

18. We express our sincere gratitude to the officials of the Republic of Kazakhstan for hosting the 18th International Summit of Syria within the framework of the Astana in the city of Nursultan.

19. We decided to hold the 19th International Summit of Syria within the framework of Astana in the second half of 2022 in Nursultan. We reiterated our intention to hold another ministerial meeting within the framework of the Astana process.
