Is it possible for Minister Samat to produce in Syria / to build a car in Syria?

According to Tejarat News, the Minister of Industry, Mines and Trade, Seyed Reza Fatemi Amin, recently said during a visit to Syria that various products can be produced in Syria and exported to other Arab countries and the region.
While Iran Khodro has built a factory with three equipped halls in Syria in recent years, some media outlets and activists in the field say that this factory is not particularly active.
On the other hand, it was recently announced that the license to import Iranian-made cars in this country has been revoked for at least a year and a half, and no Iranian car is allowed to enter Syria.
In this situation, is it possible to build a car in Syria and export it to other countries?
Najafi Manesh: Syria is a good market
Mohammad Reza Najafi Manesh, president of the Parts Manufacturers Association, told Tejaratnews about car production in Syria and its export to Arab countries: “Syria has banned the import of Iranian cars to this country due to lack of domestic budget, and this ban does not only include Iran.”
“Syria is joining the Arab League,” he added. The union has a common market with zero tariffs among its allies.
Najafi Manesh said this is the best opportunity to produce Iranian cars in Syria and export them to other countries. Eventually, the capital generated through exports will be returned to Iran.
He said: “Minister Samat’s proposal based on car production in Syria is a very good way and has the capacity to be implemented.”
Jafari: The minister’s claim will not be implemented
On the other hand, Emad Jafari, an activist in the field of automobiles, referring to the country’s automotive infrastructure, said: “Special infrastructure is needed to produce cars in another country.”
He added: “Exorbitant costs must be spent to build car lines in the country in question, while many Arab countries are not customers of Iranian cars.” As a result, it is ultimately not economically viable for the country.
Jafari said: “If car production is to be done in other countries, it must be in countries where there is an Iranian car production line, such as Eastern European countries, and we can resume production.”

In response to this question, Najafi Manesh claimed: Now Iran-Khodro produces products in this country and has different units.
But Jafari, an activist in the field of automobiles, said: “This has not actually happened and Iran Khodro’s production line is not active.”
Earlier, some media outlets had reported that car production on the site had been suspended for at least some time, but there have been several reports of its reactivation.
