The member of the civil construction commission of the Majlis, giving the details of the two-urgent plan to control and organize the rental prices of residential properties, which was approved yesterday, said: “We hope to manage the land and housing and rental market within the next one year and prevent speculation, mafia and price fixing, and in this way housing Get out of capital goods.

In order to control the housing and rental market, the members of the parliament approved all the materials of the two-urgency plan to control and organize the rental prices of residential properties in a public meeting yesterday. At the same time, many believe that the implementation of such cases has no implementation guarantee.

Also, experts believe that one of the major weaknesses in the implementation of such plans is the lack of a comprehensive, transparent and professional database in the rental market, which causes owners to set exorbitant rents and tenants are forced to accept it.

In this regard, a member of the Parliament’s Construction Commission emphasized that with the implementation of the new plan to organize the rental market, the real estate and accommodation system will be completed soon, and said: “In the new plan of the Parliament, there is a lot of emphasis on recording information in information platforms and it has been prescribed.” All those who receive services from any administrative agency must register their address in the real estate and accommodation system, otherwise administrative services will not be provided to them. Also, the compulsion to register all transactions in the real estate and accommodation system through the information platforms of real estate consultants or document registry offices, and those who do not do this registration, including owners and real estate consultants, will be dealt with legally.

Conditions of incentives or fines for homeowners

The member of the construction commission of the Majlis further stated that in the plan to control and organize the rents of residential properties, in addition to imposing fines on those who do not comply with the declared rent ceiling, good incentives have been set for fair owners, adding: They adhere to the announced rental prices of the Supreme Housing Council or sign contracts of more than one year or rent their property to large families covered by the committee and welfare, a series of discounts and tax incentives are foreseen.

Shakri continued: Also, for all barren lands, both public and private, legal and real, which have not been built within two years, a series of charges have been foreseen, and municipalities have been given the opportunity to take action in this field to identify vacant lands and houses. Is it possible to organize the housing market?

Emphasizing that the parliament and the government are seriously seeking to organize the housing market, the member of the parliament’s construction commission said: “It seems that with the supply of housing, both rental and ownership, and the measures that have been devised, the regulation of the housing market and the prevention of land and housing hoarding have been seen.” and resolve the existing conflicts that this issue itself can affect the psychological atmosphere, and in addition, with other laws that have been approved in the parliament, such as the law on tax on empty houses, the law on capital gains tax and laws such as non-registration of transactions With unofficial documents, our prediction is to manage the land, housing and rental market within the next one year, and to prevent speculation, mafia, and price fixing, and in this way, housing will be removed from capital goods.
