According to Tejarat News, the high cost and shortage of land, skyrocketing apartment prices and the sharp drop in purchasing power of people in Tehran have caused various suggestions from experts to solve the critical conditions of the housing market. One of these proposals is related to the development of the city through the annexation of the surrounding lands.
Proponents of this theory believe that by increasing the area of the city and as a result of expanding the area for construction, the price of land will decrease, stagnation will be avoided and finally it may be possible to control the price of residential units to some extent. But to what extent is this action possible from an expert’s point of view, and how far will Tehran accept it?
The expansion of the city of Tehran should be planned
Ali Nuzarpour, an expert in housing economics, told Tejarat News: “The range of cities must be determined when the comprehensive urban plans are approved, and the addition of the range and adding land to the regions requires the approval of the Supreme Council of Urban Planning. Of course, this action is usually not recommended because these boundaries are demarcated based on demographic, economic and geographical studies by specialists and consulting engineers.
He continued: “These studies are carried out and by determining a time horizon, the density and area of the city are determined; Therefore, any action beyond this mechanism that the experts have specified is not recommended.
Time range for determining the boundaries of cities
This expert in the field of housing said about the time limit for determining the limits of a city: “In general, for the expansion of the size of a city, it should be allowed to make a decision to change the limit when the time expires. For example, the current master plan of Tehran city was compiled in 2016 and its legal deadline ends in 1405. “Now, as this date approaches, a new comprehensive plan should have been prepared some time ago, because the comprehensive plan needs a lot of time to prepare, and after that, the detailed plan should be presented, but this has not happened.”
In this regard, he added: “In order to investigate the issue of whether the city of Tehran has the ability to increase the area or not, new studies should be conducted in this field, considering the current obstacles and biases. “Now, the Supreme Council of Urban Planning in some cities regularly adds surrounding lands to the cities, but this work is not done with detailed studies and they move forward with only one dimension.”
Nozarpour also explained: “They think that the problem will be solved by adding this amount of land to the boundaries of the cities and allocating it for residential use, while this one-dimensional view of the issues and without a multilateral study, advancing the plans can lead to indiscriminate and horizontal expansion. It will lead to cities and face many problems in the future.”
Where did the housing problem start?
This expert in the field of housing explained about the root of the current problems in the field of land and housing: “In the fourth five-year development plan, a legal article was mentioned that obliges the government to prepare a comprehensive housing plan, according to which the Ministry of Roads and Urban Development at the time He prepared this plan that reached the end of the government of Seyyed Mohammad Khatami and Mahmoud Ahmadinejad.
He continued: “Accordingly, Ahmadinejad left out all aspects related to this comprehensive plan and only focused on one of the aspects, i.e. providing housing for the needy, and named it Mehr housing.” The Mehr housing project brought its own problems and has brought many urban and environmental problems, and a large part of these structures have been added to the worn-out structures that need to be renovated and improved.”
Nozarpour also emphasized: “The desired result will not be achieved until the issues are addressed comprehensively and a part of the reality is selected and addressed.”
As it was mentioned, the root of the problems regarding land and housing, especially in big cities, comes to one point; The use of projects and plans, none of which have been properly studied by experts, and in the long run, their losses are more than their profits.
