Is the central bank against the consolidation of bank cards?

Every time statistics of violations and abuses of bank cards are announced, consolidation of bank cards is also proposed as a proposal to reduce or eliminate these violations.

If a person provides the card number and security items such as the expiration date to others, he has actually given the other person the possibility to use the bank card, and this exploitation does not necessarily require the transfer of the card itself.
He also stated that it should be investigated how much proposals such as the integration of cards, which actually means unifying the physics of cards, will help to prevent violations and abuses.
