Stating that water is an important issue in Afghanistan, he added: One of the criticisms of the water commission is that it only examines the issues of rights, and unfortunately, it is not possible to examine its other dimensions, including political and social, in the commission, and therefore the role of the diplomatic system in this matter. The field is important for pursuing many titles.

Director Mirab stated that the harsh speech of the officials makes the water issues more complicated and said: In the field of water, little has been done and during the past decade we were faced with a passivity and silence in the news regarding the rebuilding of the Kamal Khan Dam, and the Ministry of Foreign Affairs while that some news indicate that this dam will be built with cement produced in Iran, there has been weak diplomacy in this field.

He said that some of the representatives of Sistan and Balochistan, who are now speaking strongly about Haqaba, have worked as ambassadors in Kabul for years, and it is not clear what they have done in this area during this time.

Islamzadeh pointed out the critical moments to solve the water problem and said: We faced the inaction of the Ministry of Foreign Affairs on two occasions, on the one hand, when the Chabahar port was handed over to Hindu Afghanistan, when we could have solved the water issue, and on the other hand, during the opening Sed Kamal Khan was from Ashraf Ghani.

He continued: While we were facing inaction at the time of handing over Chabahar port, India and Afghanistan simultaneously opened the Salma Dam on Harirud and no action was taken in Iran and even the media did not address this issue.

He considered the second phase of solving the water issue at the time of the opening of the Kamal Khan Dam in 2013 by Ashraf Ghani and said: the president of Afghanistan at the time of the opening of this dam made many harsh and insulting words against Iran, which was again due to the inaction of the Ministry of Foreign Affairs in this regard. We were facing the field.

Islamzadeh added: The statement of the Ministry of Foreign Affairs after the opening of the Kamal Khan Dam was so double-sided that the next day, the President of Afghanistan appreciated the position of the Iranian authorities.

He pointed to the issue of haqaba during the time of the Taliban and said: After the Taliban came to power, the Foreign Ministry of Iran took a strong stance, but it is better for this ministry to invite the media and tell them what action has been taken regarding haqaba in the past year. have given.

Director Mirab considered the active diplomacy to be the only crisis of the Haqaba and said: Diplomacy does not mean dialogue and ransom, but coherent planning to reach Iran’s Haqaba by considering the political and social conditions of Afghanistan without threats and hostile behavior.

He added: While the Taliban interim government is currently seeking to strengthen its relations with various countries including China, India, Uzbekistan and Pakistan, it seems that Iran’s threats are useless and will only worsen the situation.

Islamzadeh considered the use of local potential to be important in solving the Haqaba crisis and said: Another issue is the use of local potential in Sistan and Baluchistan provinces and Nimroz province of Afghanistan, where there are tribes that exist on both sides of the border and can be The whites and elders of this region were used to solve this problem.

He also mentioned the interaction with local elites and said: the trustees can use the capacity of Sistan and Baluchistan academicians and experts in this region who are very well versed in the water field.

Director Mirab continued: The custodians should be accountable and should not look for sharp issues and projections in this area.

He pointed to another important issue of water in Iran and Afghanistan and said: One of the issues is the diversion of the Kamal Khan Dam, which was planned by the Americans and built by Ashraf Ghani, and this dam diverts water to the salt marshes, and there is a need to solve it with diplomacy. Actively solve this deviation of the law from an international river.

Islamzadeh added: On the other hand, locals built many streams for water management, and here the role of tribal leaders and local officials and local experts is important for interaction and diplomacy to deliver water.

He said: Therefore, we need an active diplomacy in all areas related to Afghanistan in order to solve the Haqaba and other issues with this country.

Director Mirab pointed out another problem in the area of ​​Haqq Abe and said: While many countries have determined to have relations with the Taliban, although our policy is to interact with this group, which is in line with our national security, some In this field, it has been disrupted and it seems that the diplomacy of doubt is ruling this trend.

He emphasized: Considering that the Taliban is seeking to sign agreements and protocols with different countries, now there is a golden opportunity to highlight the role of Iran in the future of Afghanistan, and if the opportunity is missed, there is a possibility that the Taliban will sign agreements with different countries.
