This plan, which was first expressed by an official of the Ministry of Roads and Urban Development and was immediately denied, is now again put on the table by the Union of Construction Cooperatives of Tehran and is awaiting permission.

As expected, the plan to build 25-meter houses has received many critics from the activists and officials of the housing field, and they unanimously believe that building houses of this size is far from the culture of Iranian society. Of course, regardless of these criticisms, there are also doubts about the economic housing project, especially in the field of construction cost and the type of permit.

The Union of Construction Cooperatives of Tehran has claimed that it can build and deliver these units for less than one billion tomans, but considering the inflation in the macro economy and its outlook, how can a fixed cost for construction be considered?

Another issue that has occupied the minds of critics is the issue of obtaining a permit to build 25-meter houses. Because according to the current laws of the country, the minimum standard space for each person’s residence is 5.17 meters, and as a result, the construction of houses under 35 meters is considered illegal.

Khashayar Bagharpour, CEO of Tehran Construction Cooperatives Union, stated that the hotel-apartment license will be used to build these micro-apartments. But the question is how to separate the units with the hotel-apartment license and finally issue a separate document for them?

How is a 25-meter house immune to inflation?

The CEO of Tehran Construction Cooperatives Union told Tejarat News about the construction costs and its relationship with inflation in the country: “In the housing market or any other market that faces a long-term production process, we have to include inflation indicators in the costs. “If we can manage our financial resources in such a way that the items that are more and faster affected by inflation in housing production inputs are procured sooner, we can reduce the effect of inflation.”

He continued: “The economic housing plan, the national housing movement plan, and private sector constructions are affected by the country’s macroeconomics, and it is not like saying that the economic housing plan is a separate fabric that should separate itself from the body of the country’s economy.”

How much does it cost to build 25 meter houses?

In an interview with ISNA, Baqarpour had previously stated that he will complete the construction of these units with 25 million tomans per meter. But the question is, is this amount only the cost of construction or does it also include the cost of furnishing the units?

In this case, he clarified: “The 25 million tomans promised is the cost of construction, but our figures now, in addition to the cost of furnishing and installation, are under one billion tomans.”

Hotel-apartment license for 25-meter units!

The CEO of the Union of Construction Cooperatives of Tehran city explained about obtaining a license to build these units: “When the laws of the country create restrictions, the law cannot be bypassed, so we must go towards the initiatives that are foreseen in the scope of the same law.”

He continued: “The model that we can avoid the floor area and build these small units is to go to the existing laws in the field of residential use. Residential use can create the same characteristics of residence. The license of the hotel-apartment, which was also discussed in the live television program, was the solution and initiative of the Union of Construction Cooperatives so that they could produce small-sized units.

The story of separation of 25-meter houses

Although obtaining a hotel-apartment license to build 25-meter houses can bypass the obstacle of complying with the floor size, it poses a more serious mystery, which is the issue of separation of the document and the issuance of a definitive ownership document for buyers.

Bagharpour also stated about the issuance of documents for these small units: “People in this plan can have a common document in addition to a notarized partition plan. That is, based on Articles 10 and 190 of the Civil Law, which allows normal contracts and legal agreements between individuals, individuals agree on the right to use the units in a separate manner in the plan to divide the units.

The CEO of Tehran Construction Cooperatives Union added: “This case is completely legal and does not have any prohibitions, and the official document will be shared among the project owners.”

He also said about the possibility of not getting a license for this project due to the criticisms against it: “This project will get a license unless a license for the construction of any hotel is to be issued, in which case we will not be able to get a license either, and I think it is unlikely that such a thing will happen.” to give.”

Now we have to see if this plan will get a construction permit or not, considering the strong criticisms of the relevant officials.
