Comparing the level of insurance in the country with the world, the head of the Central Insurance said: The insurance market in the world is about 7 thousand billion dollars, of which more than 50% belongs to life insurance, more than 90% of this market is for the first 20 countries and the concentrated market. It is available to developed countries. According to the Swiss Re 2021 report, our share and number is about 28 billion dollars with a rate of 4,200.
Behzadpour added: The index that is considered as the penetration rate shows our size. In fact, our penetration is our relationship with the insurers. For example, the insurance industry paid 54 million claims last year, which shows our relationship with the people.
He said that setting the penetration rate of 7% in the sixth plan is a difficult task in the current situation and said: The reality is that this 7% should have grown simultaneously with other indicators such as the 8% growth of the economy, which has not been achieved.
The head of the Supreme Insurance Council considered the growth of the insurance industry dependent on economic growth and said: Our main direction is the development of the insurance industry, and the insurance penetration index is an index that we all emphasize. In fact, the insurance industry has a big job ahead of it and it needs to utilize the huge untapped potential in the industry and actualize them.
In another part of his speech, Behzadpour pointed out the importance of using modern technology and innovation and said: We tried to form the foundation of the innovation structure in insurance, of which the establishment of the innovation center in Central Insurance is a clear example of that, which will be launched soon. .
The head of Central Insurance welcomed the creation of an interactive environment in the insurance industry and said: no matter how much we expose the industry to criticism, it is considered a driving engine and we must leave the specific administrative framework and create space for actors who want to use the services of the insurance industry. Let’s open them to come and express their opinions and plans, and by using modern technologies, new insurances will be designed according to their needs.
In another part of his speech, he mentioned the reduction of the tenure of the supervisory body and said: usually when the issue of tenure is raised, minds go towards the reduction of mandatory reliance, which I personally agree with and I thought it would be less than the current level. However, the realization of this goal requires the cooperation and support of other elements of the insurance industry, so whenever the insurance industry declares its readiness, we will not have any resistance for the mandatory maintenance of trust.
The General Director of Central Insurance called the amendment of Regulation 90 the first step in reducing tenure and said: Insurance companies should be free in internal decisions because interference is different from supervision and supervision should be based on modern methods available in the world. The first step in this discussion was the amendment of Regulation 90, where we went from approving the qualifications of 14 positions to 3 positions and provided the approval of the rest to the companies, which will be supervised by the Central Insurance.
He considered the insurance industry as an international industry and said: Before the sanctions, we had extensive relations and the transfer of experiences is the most important feature of international communication that you can provide this possibility. Our priority in international communication is education.
Behzadpour considered the solution of the social security problem to be in the hands of the commercial insurance industry and said: Currently, 13% of the government’s resources are used to cover the fund’s deficit, which is expected to reach 50% in the next 10 years, and this is a large number that cannot be realized except by Commercial insurance will not be available.
He added: “The solution to the development of the insurance industry is the entry of new capital into the industry, and there is still room for the entry of new insurance companies, and we must develop our supervisory methods along with it.”
The head of Central Insurance further said: One of the regulations that is missing in the insurance industry is the competition regulation so that the actors who are added to this industry can compete in a suitable environment. Correct competition definitely provides the interests of the policyholder and unhealthy competition causes the most damage to the rights of the policyholders.
Referring to the new policies of the Central Insurance in order to grant licenses to new insurance companies, he said: We have put the current strategy on the basis of giving priority to reliable and specialized companies, and we have a strategy to simplify the processes in order to be able to Speed up the licensing process. The two-year period of establishing the company should be reduced because our needs have changed during these two years.
The head of Central Insurance added: “We must use arbitration capacities. Currently, we can use your experience and active capacity and later extend it to the entire industry.”
He pointed out: If we want to play a supervisory role well in the diverse market of the insurance industry with players who are growing every day, we must implement intelligence, and this itself will bring the industry up to date.
Behzadpour said: We have the knowledge of risk management at an acceptable level in our country and we have a good rank in the region and we must develop it because the main role of the insurance industry is risk management and risk management is the missing link of production.
In the end, he announced the proposal to create an insurance desk in the ministries and said: An agreement has been reached with the Ministry of Foreign Affairs, the first of which is travel insurance, and good cooperation has been established. We also suggested that an insurance desk be established in the ministry so that we can receive the insurance knowledge of countries because our life depends on international communication and we must strengthen it.
In the continuation of this meeting, the members of this committee discussed issues such as the intelligentization of insurance services, the specialization of insurance companies, the interaction of senior managers of the insurance industry with the Chamber of Commerce and, consequently, the economic actors and the design of insurance policies required by them, the creation of chambers Arbitration, supervision of unhealthy competition and price cutting that ultimately leads to the dissatisfaction of the policyholder, correct notification of the terms of the policy to the policyholder, increasing the presence of the private sector.
