According to Maziar Mubasheri, the director general of the office of drafting technical rules and regulations of the Information Technology Organization and the manager of the window project of the land management unit, this system has been launched in several other provinces and will be fully implemented throughout the country by June 1402.
The Ministry of Communications, the Ministry of Communications is the technical trustee of this project, natural resources and watershed management at the national level, and the governor’s office at the provincial level are the leaders of its implementation. Also, the Ministry of Information is the project supervisor at the national level.

Alireza Fakhari, the Governor of Tehran, at the launching ceremony of the window system of the land management unit, while stating that there was no place for such a project at the national level, said: “The primary information that completes the positive documents of this system is more comprehensive than that the responsibility lies only with the field natural resources and watershed management, and therefore the accumulation of device data in this system is very important and effective to address people’s requests in the country’s land area.”
He continued by stating that one of the important advantages of this system is the monitoring of organizational behaviors: “This may not be directly part of the systematic goals of the system, but in the process of doing things in this system, the behavior of organizations in the fields related to land is monitored.”
Fakhari stated that shortening the process path and creating transparency are other important advantages of this system; He explained: “What we faced as a complication was that some demands for revitalization or creation of new job opportunities with different uses in the area of urban areas, which natural resources were directly responsible for, due to lack of decision in one situation. Single and centralized and the lack of a specific control system and its lack of registration in the form of a targeted program would have caused many problems and there was a possibility of corruption in it. By creating the necessary transparency, this system can not only respond to the needs of the applicants in the prescribed and necessary time, but we can also monitor the whole process at different stages and identify the organization that is obstructing whenever the work comes to a dead end.”
He explained: “Balancing in the fair distribution of government assets is another point about this system, in this exchange of information it is determined where and for what issues and with what goals a person has acted and to which organization he has referred, all these issues in the form of “Transparent plays a role in the fair distribution of wealth among people.”
Finally, he emphasized: “A notification should be prepared for the relevant organizations at the provincial level, which will specify the opportunity of the devices to connect to the system.”

Maziar Mubasheri also said about this system: “Based on the pathologies that have taken place, we are weak in the field of monitoring affairs related to the country’s lands and obtaining permits and complex administrative bureaucracies. designed. These devices are all connected to the window of the Land Management Unit, and people can register their request without being physically present and track the process online. “
He continued: “About five devices have not yet been connected to the system, and Shahrdara in Tehran is one of them; But with the follow-up done, this organization will soon be confused with the system.”
Mubasheri explained: “Regarding the monitoring of satellite images, including Khayyam’s satellite images, we have on the agenda the use of artificial intelligence tools, and we are advancing this issue in interaction with the Vice President of Science and Technology and knowledge-based companies.”
According to him, a sub-committee has been formed to collect the necessary data and maps through the spatial data infrastructure or SDI, through which all connected organizations share their maps in the system. For example, the environmental organization has put the map of the four regions and cities and villages into one system in this system.
According to Mubasheri, the window system of the land management unit is one of the 23 priority projects that the government recognized in 2017; Therefore, the design of the single management window system is a task that the legislator assigned to the Ministry of Communications to gather devices related to licensing and land use change under a single platform to solve related problems and overlaps. At the beginning and after the needs assessment, the task of designing such a platform should be entrusted to the Ministry of Agriculture. In 1397, this task was entrusted to the Ministry of Communications. In 1399, the operational plan of this system was notified to the Information Technology Organization by the employment administrative organization. After planning the details of the rough plan, this platform was created by the Information Technology Organization.
Mubasheri continued by stating that one of the important points in this regard is not to damage the agricultural land: “If an agricultural land is excavated for the construction of a building, that land will lose its agricultural nature and after that The statistics of violations and the punishment of criminals are not very important. The feature of this system is to count violations at a time when serious damage has not been done to agricultural land and digging has not been done. Sometimes it is possible that people have received legal permission for the construction whose violation has been counted by the system. The investigations carried out by the system are referred to the custodian institutions and after that the area in question will be investigated by the field patrol. With the interaction with the judiciary, it has been decided to cooperate with the prosecutors for the legal investigation of the process and they can follow the process of investigating and monitoring a land through their personal profile.
Ehsan Keshtkari, a member of the executive board of the Information Technology Organization of Iran, said about the role of this organization in the window project of the Land Management Unit: “We have two main missions in the Information Technology Organization; Issues related to electronic government and provision of government information technology infrastructure. “Experience shows that e-government projects cannot be carried out on the scale of one organization, and it is necessary for different bodies and institutions to join hands so that people can taste the taste of e-government services.”
