According to financial news, on the 17th of May 1401, the Ministry of Roads and Urban Development proposed to the government to pay housing deposit assistance this year, and on the 3rd of this year, the Money and Credit Council approved the payment of rental loans up to 100 million tomans in Tehran announced 70 million tomans in provincial capitals and 40 million tomans in cities with a population of over 200,000.
The resources considered for this facility this year is 40 thousand billion tomans, which is said to be provided from the subject of the banking resources of the law on the jump of production and housing supply. According to the circular issued by the central bank to the banks on May 4th, 1401, the payment of the housing deposit assistance facility is clearly mentioned.
However, it seems that some banks avoid paying rent loans for various reasons. This problem existed in 1399 and 1400 as well. As some applicants in different parts of the country say, after registering in the system of the Ministry of Roads and Urban Development and introducing them to the banking system by this ministry, the banks refuse to pay rent facilities on the pretext that they have not received any notification or circular in this regard. They refuse.
This year, the banks are obliged to pay 40 thousand billion tomans for housing rental deposit assistance, but according to the public relations announcement of the central bank, only 1300 billion tomans of the facility has been paid in this regard.
One of the applicants told ISNA: After registering in the housing support scheme system and being introduced to one of the private banks to get a rental loan, I went to the bank in question. To my surprise, the bank employee told me that you should bring a copy of your house or car document so that we know that you have the financial ability to pay the installments! I said, isn’t this loan paid to tenants? If I had a house, I would no longer be a tenant.
Banks are warned in the executive instruction of housing deposit if the bank/non-bank credit institution does not grant the facilities subject of this instruction to the applicants without having a bank justification within the limit of the notified quota, it will be subject to the tax penalty listed in Note (5) under Article (4) ) the law of housing production jump.
Banks avoid paying rent loans in a situation where the rates in the rental market are increasing as usual every year, and the later the facilities reach the tenants, the less effective they are. In July of this year, the average annual growth of rent in Tehran was 47% and in the whole country was 52%.
